JOB DESCRIPTION

JOB SUMMARY:

Plans, organizes, and coordinates youth services and recreation programs, activities, and special events. This classification requires knowledge of recreation principles and methods as well as leadership, organization, and planning skills.

CLASS CHARACTERISTICS:

Positions in this classification coordinate and oversee the daily operations of a program-section, with a focus on youth services programs: before and after-school care, out-of-school camps, summer camps and special events. Incumbents assist with the program budget and coordinate the hiring and employee training for temporary staff and volunteers. This classification is distinguished from the Recreation Supervisor classification in that the latter is responsible for the overall supervision of the program. This classification is distinguished from the Recreation Coordinator classification in that the latter coordinates and oversees the operations of Community Services or Golf programs.

SUPERVISION

SUPERVISION RECEIVED AND EXERCISED:

Employees in this classification receive general supervision from a Recreation Supervisor or Recreation Manager, within a framework of standard policies and procedures. Employees in this classification serve in a lead capacity to schedule, assign, and review the work of regular staff, supplemental staff, and volunteers; hire and terminate supplemental staff; and train regular staff, supplemental staff, and volunteers.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

(Any one position may not include all of the duties listed nor do the listed examples include all tasks that may be found in positions of this class.)

Plans, organizes, and coordinates youth services and recreation programs.

Ensures childcare programs are in compliance with State of California Community Care Licensing and other state and federal regulations; monitors changes in law, regulations, or technology that may affect programs.

Provides staff with all necessary safety equipment and training with focus on risk management.

Oversees Counselor-in-Training program.

Ability to manage up to 75 children, utilizing supplemental employees and positive guidance techniques,

Coordinates off-site trips for up to 150 children and staff, including transportation, itineraries, venue, and safety plans; coordinates on-site special events for all program participants, including guest speakers, supplies, event set up and take down, itinerary, and safety plans.

Creates and implements behavior modification plans for children as needed.

Designs and implements curriculum and programmatic enhancements for the on-going development of youth services programs.

Monitors and inspects program sites for safety and security; coordinates facility needs with school district personnel.

Maintains accurate and current certification records for all childcare staff.

Provides staff with all necessary safety equipment, training, and counseling services with focus on risk management.

Assists with the child abuse/neglect reporting process.

Provides exemplary customer service to all individuals, maintaining a positive customer service environment.

Works collaboratively with school administrators, staff, and outside agencies

Coordinates the recruitment, training, and work of supplemental staff and volunteers; responsible for staffing schedules; provides lead direction to regular staff, supplemental staff, and volunteers.

Assists in providing applicable staff training programs to ensure staff are sufficiently trained and program goals are met.

Participates in the development, implementation, and maintenance of program goals and objectives.

Follows and upholds City of San Luis Obispo Parks and Recreation Department policies and philosophies.

Actively participates and engages in local, state, and national initiatives and trends affecting recreation programs.

Reviews all program paperwork, including injury report forms, week in review forms, timecards, and supply requests; maintains accurate records and files.

Coordinates program billing, payments, and contracts.

Oversees program events and activities; ensures staff ratios and plans on site events.

Prepares, updates, and maintains reports, correspondence, and staff manuals.

Serves as substitute at program(s) within the department; may be called on to work at assigned or another division as an emergency substitute.

Represents the department within the City and with other agencies, civic groups, and the public.

Assesses equipment and supply needs and approves purchases.

Coordinates preparation and use of facilities for programs.

Establishes and maintains effective relationships with user groups, staff, and administration.

Assists with budget preparation, tracking, and implementation.

Coordinates marketing and publicity of programs.

Interprets and implements policies and procedures related to the department, organizational unit, or program to which assigned.

Performs related duties similar to the above in scope and function as required.

KNOWLEDGE AND ABILITIES:

Knowledge of:

Principles and techniques of organizing and implementing a variety of youth services and recreational activities.

Principles and practices of employee leadership, including work planning, assignment and feedback.

Safety precautions and procedures required for youth services programs.

Techniques for effective communication, providing a high level of customer service, and effectively representing the City.

Basic budget tracking, such as monitoring program revenue and expenditures.

Age-appropriate program development.

Child development, positive guidance, and curriculum development.

Principles and practices of large group childcare management.

Title 22 Community Care Licensing standards.

Modern office practices, methods, and computer equipment and applications related to the work.

Ability to:

Coordinate all activities occurring in the childcare programs during program hours, including staff, children, family, and school partner interactions.

Facilitate staff training.

Coordinate staff schedules and shift changes on an ongoing basis; monitor the work of regular staff, supplemental staff, and volunteers.

Engage large group of children (up to 70 on campus) in enriching activities while ensuring safety for all participants.

Coordinate and educate staff on changing protocols and policies as related to licensed childcare facilities.

Interpret and implement policies and procedures related to the department, organizational unit, or program to which assigned.

Maintain accurate records and prepare related reports.

Provide detailed and timely feedback to Youth Services staff.

Effectively and tactfully communicate in both oral and written form.

Establish and maintain effective work relationships.

Deliver effective presentations to groups.

Work in a team atmosphere and participate on a variety of departmental and City-wide committees.

Work with diverse populations and maintain an inclusive environment.

TYPICAL QUALIFICATIONS

EDUCATION AND EXPERIENCE:

Associate degree in child development, recreation, or a related field. Must have at least twelve (12) units in child development, early childhood education, or a related field and three (3) units in childcare administration and three (3) units in health and safety training;

and

Two years of progressively responsible experience in a licensed childcare center, including twelve (12) months of experience providing direction to staff in a childcare program;

or

An equivalent combination of education and experience.

POSSESSION AND MAINTENANCE OF:

A valid California class C driver's license and a satisfactory driving record.

Current First Aid and CPR certifications (can be complete within six (6) months of employment).

Child Abuse Index check. Immunization records including: TDAP, MMR, influenza (or statement to decline Influenza)

AB 1207 Certification (can be complete within 7 days of employment)

Satisfactory health clearance

Tuberculosis clearance.

Provide copies of college transcripts
