Starting salary up to $80.10/hour ($167,178/year) and a competitive total compensation package!

In the Auditor-Controller-Treasurer-Tax Collector (ACTTC), the Enterprise Financial Systems (EFS) Support Organization is a close team of both functional and technical professionals dedicated to supporting the information systems and customers using budget and planning, as well as financial and supply chain management processes.

Reporting to the EFS Manager, the EFS Department Information Systems Manager (DISM) is responsible for making recommendations based upon their knowledge, experience, and expertise for all technical initiatives. As an EFS DISM, you will also work independently while routinely conferring with appropriate EFS Support Organization members to ensure customer support, along with documentation and system functionality to maintain a high level of quality, functionality, and accessibility.

Additionally, this position will be responsible for:

Managing and coordinating all technical aspects and requirements of EFS

Serving as the lead technical liaison to ISD and Data Center Operations, DBA’s, Service Desk, Programmers, etc. along with end users including County departments, Special Districts, and other governmental entities

Taking the lead role in all technical initiatives/implementations including supporting vendors/consultants, suppliers, and bidders

Providing technical administration of the entirety of EFS including PeopleSoft Financials and Supply Chain Management, Oracle Planning and Budgeting Cloud Services and multiple ancillary applications

Providing oversight of the development change control process, administration of EFS website, Sharepoint, and Service Desk

Coordinating the electronic workflow approval, system access, and security

The ideal candidate will have experience communicating with stakeholders to understand objectives and needs, defining and documenting business requirements for application development, enterprise reporting, and data management. Additionally, the ideal candidate will also possess experience in many of the following areas:

Working in a project management environment and the ability to to lead projects, or serve as a technical lead to recommend system and process changes to improve efficiencies and integrity

Account administration (e.g. Active Directory, end-user applications, and VPN) including security compliance monitoring and reporting

Active Directory administration, including file permission, security group administration and Group Policy administration

Software configuration, troubleshooting, and customer service/service desk experience in a Tier 1 and/or Tier 2 role (including Windows 10/11 and Microsoft Office 365 technical support)

Experience in Microsoft SQL Server Management Studio and Oracle PeopleSoft

Knowledge of compliance, information security and general audit guidelines regarding regulatory compliance such as HIPAA and PII

Supervising or training technical and non-technical staff

The Auditor-Controller-Treasurer-Tax Collector's (ACTTC) Office provides a broad range of quality accounting, financial reporting, auditing, collection, financing, and investing services to County departments, agencies, districts, and the public. Its mission is to provide reliable and relevant financial services in an efficient, ethical, and effective manner to the citizens of Sonoma County while promoting fiscal responsibility and accountability. The Office is comprised of nine divisions, which are overseen by an executive management team that includes the Auditor-Controller-Treasurer-Tax Collector and three Assistants. ACTTC is staffed by 107 full-time employees and has an annual budget of approximately $167 million.
