WHO WE ARE

Our purpose is to assist low- and moderate-income people to secure and maintain quality, affordable housing. The Marin Housing Authority (“MHA”) is a small, dynamic agency, well-respected in our field. We serve thousands of people through a wide range of programs and services, including public housing for families, seniors and the disabled; housing choice vouchers (Section 8); supportive housing services for special needs populations; rental assistance payments; and financial and technical assistance for moderate-income first-time homebuyers and low-income homeowners. We have about 50 employees.

THE COUNTY

Located in the North Bay Area across the Golden Gate Bridge from San Francisco and across the Richmond Bridge from Berkeley and Oakland, Marin County is an economically and culturally diverse community of about 250,000 residents. From its tidelands to the top of Mt. Tamalpais, Marin enjoys a high quality of life marked by beautiful beaches, groves of redwoods and oaks, rolling foothills and scenic valleys. The mild year-round Mediterranean climate is highlighted by cool, coastal fog tempering the warm inland temperatures of summer. While San Francisco has some of the country’s highest rents, neighboring counties like Sonoma and Alameda counties have significantly lower rents and are a short drive away from the Housing Authority’s San Rafael office.

THE POSITION

This appointment is a fixed term for an employee who has successfully competed for and passed the probationary period in an allocated, budgeted, fixed term position. (Fixed terms are established due to limits on grant funding or other limits to the position’s duration).

Under the supervision of a Program Manager, the Special Voucher Liaison will provide housing related support to participating families and individuals, community-based providers, and landlords. The position requires good communication skills, ability to encourage and support clients, especially those with disabilities, work well with landlords, and maintain records and files. The Special Voucher Liaison works closely with Housing Choice Voucher Housing staff and will need to become very familiar with Housing Choice Voucher regulations and procedures in order to assist clients.

REQUIREMENTS

Examples of duties include, but not limited to:

Ø Assists clients and their case managers throughout the initial voucher process which includes intake, housing search and lease-up.

Ø Partners with Coordinated Entry for referrals to MHA Voucher programs and maintains knowledge on voucher utilization.

Ø Works with Coordinated Entry and Case Management staff ensure clients are on track through the intake process and communicates with the HCV team.

Ø Communicates with case managers around voucher status, helping to resolve portal issues, and clarify MHA policies and procedures regarding documentation, accommodation requests and eligibility.

Ø Advises and coaches clients on presentation skills, provides advocacy services with landlords and assists clients with securing rental deposit monies.

Ø Performs or arranges for Housing Quality Inspections (HQI’s) prior to move-in including lead paint testing, assist in negotiation of rents, calculation of subsidies and lease approval for participants master leases/direct lease contracts. Provides notices of contract renewals and rental adjustments as needed.

Ø Participates as a member of the service team by attending case conferencing meetings, other regular CoC partner meetings, and community meetings.

Ø Organizes, manages, and promotes shared housing opportunities within the community.

Ø Fields communication with landlords expressing concerns or reporting issues and violations of tenants. Provide information to case managers, and when necessary meet with clients to explain program obligations and support with resolution where feasible.

Ø Works closely with the Housing Locator team when participants need additional support to maintain their housing.

Ø When clients need to relocate, work closely with client, case managers and MHA staff to determine best Housing Second strategy and help facilitate process.

Ø Keeps client records and maintains daily notes and files and produces monthly and/or annual reports.

Ø Provides information to current and potential landlord community of Housing Choice Voucher programs.

Ø Performs other related work as assigned.

QUALIFICATIONS

Ability to:

· Carry out work in a creative and independent manner;

· Interview client, assist participants in their housing search;

· Read, understand and explain credit reports and housing applications;

· Organize and lead workshops;

· Establish effective working relationships with diverse and multicultural individuals and groups;

· Work with program participants with various disabilities

· Apply conflict resolution skills as needed;

· Organize and prioritize work efficiently;

· Speak and write clearly and concisely;

· Maintain statistics and reports to track effectiveness of program;

· Work with private landlords.

Knowledge of:

Ø Knowledge of Property Management and/or Marin rental market;

Ø Principles and techniques of engaging individuals experiencing homelessness with mental health diagnosis;

Ø Good understanding of issues relating to independent living with support services for special needs populations;

Ø Knowledge of the principles, procedures and techniques, trends and literature of the mental health field;

Ø Good understanding of public assistance and social service programs;

Ø Tenant and landlord rights and responsibilities.

Ø Housing and homelessness prevention services within Marin County and other related community resources and the goals of agencies, which administer housing assistance programs.

Ø Basic concepts and terminology related to public assistance programs.

Ø Standard office practices and procedures, including the use of standard office equipment and software.

Ø Credit reports, rental applications and personal budgeting skills.

Ø Principles and practices of interviewing clients, and mediation techniques between landlords and tenants.

Ø Record keeping principles and practices including data entry, maintaining records and providing reports.

Ø Proper recordkeeping and report writing methods;

Ø Microsoft Office programs.

EDUCATION/EXPERIENCE:

Professional experience in the property management and/or rental market field and demonstrated experience in rental housing programs for low income and special needs individual and families. Minimum of three years of experience working in housing field, and experience working with people who are homeless with a disability.

This position requires the employee to be able to travel efficiently to various sites. The employee must also have own transportation for use in carrying out job responsibilities, provide proof of a valid and current CA driver's license, current auto insurance, and an acceptable Motor Vehicle Report. Background check is required.

COMPENSATION / BENEFITS

Annual salary range is $58,632.95-$78,573.76. Our current comprehensive benefits package includes a generous monthly allowance for medical, dental and life insurance; CalPERS retirement 2% @ 62; a 457 deferred compensation plan; 12 paid sick days per year; 10 days paid annual leave per year for the first two years, and will progressively increase as years of service increase (up to 30 days per year); 45 paid floating holiday hours per year; and 13 paid holidays.
