About the Agency

The Parents Center is a non-profit agency that has been providing culturally sensitive, trauma-informed, integrated mental health services to youth and families for over 45 years. We provide counseling/therapy services to our most vulnerable families throughout Santa Cruz County, utilizing a wrap-around model in multiple settings, including families, homes, schools, community and our offices in both north and south county.

Job Requirements and Duties

Under the supervision of the Executive Director, the (Bilingual) Clinical Manager provides oversight and support for all clinical functions in all programs, including clinical supervision to two clinical teams. The Clinical Manager works collaboratively with the Executive Director, Associate Director, and Administrative Services Manager and staff in the planning, implementation, and management of clinical aspects of new and existing programs.

The primary focus of the Clinical Manager is to ensure clinical excellence in the Agency and that the programs operate as a person-centered continuum of high-quality, evidence-based, trauma-informed services. The clinical manager will supervise both the Adult Team - a team of clinicians that meets with court-ordered Family and Children’s Services clients - and the Medi-cal Team - a team of clinicians that works with Medi-cal-eligible youth ages 3 - 21. The clinical manager will provide clinical supervision for both teams, which includes weekly individual supervision for unlicensed individuals, weekly group supervision for the Medi-cal team, and bi-monthly group supervision for the Adult Team. The clinical manager will also act as a liaison between the Parents Center and Children’s Behavioral Health for the Medi-cal team.

The ideal candidate is a licensed behavioral health professional, preferably bilingual and bicultural, with experience in AVATAR / Medi-cal billing and in working with both youth and adult populations.

The Clinical Manager is a dynamic, comprehensive position that includes the following responsibilities:

● Monitors and oversees Medi-cal staff productivity, QI and Compliance, Quality Assurance, CQI, Licensing, and Certification

● Builds and maintains positive relationships with community partners, and ensures effective interactions/ communications with collaborators and other interfacing agencies.

● Serve as the agency HIPAA officer

● Lead quality improvement initiatives and provides feedback for the continuing improvement of systematic functions, including oversight of Sentinel Events

● Ensure treatment programs meet all clinical and regulatory standards

● Initiate and review corrective action planning as needed to meet utilization and service goals

● Work with the Executive Director on strategic planning for the agency, including creating a trauma-informed, learning-oriented office culture / environment and staff development plans

● Design and maintain criteria used in clinical decision-making, service determination, and utilization based on current best practices and industry standards

● Provide effective clinical, individual and group supervision to license-track staff

● Provides oversight of crisis interventions, individual counseling, treatment plan development, case management and discharge planning services.

● Approves and reviews clinical documentation including, Service plans, Assessments, Avatar requirements, and QI requirements; input diagnoses for all clients, tracks and submits required reports

● Perform Mental Status Exam and completes diagnosis for youth clients

Education, Experience, and Qualifications

● Must have:

○ Current CA clinical license (LMFT, LCSW)

○ 5+ years of relevant experience, including direct clinical service to clients and supervision of professional clinical staff

○ Experience delivering services within a trauma-informed setting or relatable clinical experience

○ Experience with multiple evidence-based practices

○ A strengths-based approach and a leadership style which is values-driven, and models accessibility and integrity for staff and the community we serve.

● Ideally have:

○ 3+ years of leadership experience

○ Strong knowledge of State and Federal healthcare laws, rules, and regulations, including - but not limited to - HIPPA, DHCS, and Medi-cal

○ Proficiency in continuous quality improvement processes

○ Experience designing and delivering relevant content-specific trainings

○ Experience implementing agency-wide initiatives

○ Strong computer literacy

○ Ability to speak and write in both Spanish and English

○ You will be using AVATAR, the county’s web based billing and tracking database. Experience using this database is desirable but not required; however, you must communicate effectively and be able to use or learn current technology including electronic health records, in the following areas: case notes, assessments, treatment plans, case management

Extra Details

Job Type: Full-time preferred

Starting Pay: $42/hour; $43/hour if bilingual; potential to negotiate based on experience

Work Location: Offices in Santa Cruz and Watsonville
