Position Summary:

TLC Child and Family Services is seeking an experienced and dynamic HR Director to lead our Human Resources department to support 100 employees. This position will implement strategies and initiatives including management of the recruitment and selection process, onboard new hires, bridge management and employee relations by addressing grievances or other issues, leaves of absence, maintain compensation & benefit plans, enforce company policies and practices, and nurture a positive working environment. This position requires dedication, commitment and patience.

Essential Functions:

Develop and implement HR strategies and initiatives to streamline and automate HR processes.Advise executive leadership on HR related issues and their impact on the agency.Foster a positive agency culture and an inclusive environment that promotes employee engagement and satisfaction.Manage the talent acquisition process, which includes recruitment and hiring of qualified job applicants, and collaboration with departmental managers to understand skills and competencies required for openings.Develop and implement effective onboarding of new employees to ensure integration into the agency.Serve as a resource for employees on HR related issues and concerns and mediate to resolve conflicts and grievances in a fair and consistent manner.Lead and negotiate benefit renewals and 403 b retirement account management and related auditsManage the administration of compensation and benefits (to include salary surveys) and make recommendations for salary adjustments. Manage all employee leaves of absence, unemployment, and worker compensation cases.Develop and manage performance evaluations and provide guidance to managers/directors on employee reviews, disciplinary meetings, terminations, and investigations.Prepare and ensure accurate wage status changes, such as employment agreements, promotions, transfers, terminations, and other payroll-related adjustments, while adhering to established policies and regulatory requirements.Maintain compliance with federal, state, and local employment laws and regulations. Stay current with trends, best practices and regulatory changes in human resources and employment law.Develop and maintain HR policies and update employee handbook. Oversee the maintenance of confidential employee records and information systems.Work with legal consultants/lawyers and executive leadership on legal matters related to employees.Skills:

Ability to build and effectively manage interpersonal relationships at all levels of the agency.Ability to support existing agency policies and maintain confidentiality in all matters of agency operations. Strong knowledge of employment laws and regulations.Ability to handle sensitive and confidential information. Computer skills and knowledge of Microsoft Word, Excel, Google Mail & Google Calendars.Strong organizational and problem solving skills. Ability to perform additional assignments as required.Qualifications:

A Bachelor’s degree is required, preferably in Human Resources, Business Administration or a related field.Professional human resources certification is preferred (SHRM-CP, SHRM-SCP, PHR, SPHR).A minimum of 5 years experience in human resource and 1 year in a leadership role. Obtain and maintain fingerprint, government and agency required background clearances, without additional exemptions.Ability to pass a pre-employment physical exam, TB and drug screen.Valid California driver’s license with an acceptable driving record and auto insurance showing employee as an insured driver on the policy.

Salary Range: $90,000 – $110,000 per year
