House Monitor

In exchange for providing your services as House Monitor, Bill Wilson Center will provide you with housing. The housing is dependent upon your continued good-faith performance of your duties. THPP (Transitional Housing Placement Program) is an independent living program specifically for foster youth, ages 16-18 years of age. Approximately 5 or 6 youth live together in a residential home learning independent living skills in preparation for adulthood. The House Monitor has their own master suite inside the home and is expected to perform the following duties in exchange for free rent. THPP is a licensed program through the Department of Social Services Community Care Licensing Division and House Monitors must be able to clear fingerprint background checks.

Expectations of House Monitor:

1. A House Monitor is expected to spend time in the common areas of the house/apartment complex interacting with the residents. The goal of this is to build a healthy, mentoring relationship between the resident and the monitor. You are a role model for these young individuals.

2. The House Monitor will assist residents with daily living responsibilities such as meal preparation, chores, time management and conflict resolution. The monitor should be available for the residents to ask questions, seek advice, and assist when possible.

3. The House Monitor will be responsible for enforcing the house rules and setting limits with the residents.

4. The House Monitor will notify the Case Manager of rule violations and any other concerns.

5. It is an expectation that the House Monitor will:

be present at the home 7 nights out of the week from the time the earliest client curfew is, and through the overnight

participate in monthly house meetings facilitated by Case Manager (CM)

inform CM of changes to schedule at least 24 hours in advance

provide ample notice (two weeks) to request days off so that Relief Staff can be scheduled to cover; limiting time away from site to 14 consecutive days and a total of 20 days during a year period and provide Case Manager with an emergency contact for self.

6. The House Monitor will follow Bill Wilson Center’s ethics policy regarding “professional relationship with client”; that is, monitor is not to enter into a sexual or financial relationship with client.

7. Overnight guests are not permitted; exceptions for separate dwellings and for limited amount of time.

8. The House Monitor will reframe from the use of alcohol/drugs in the home.

9. The House Monitor is a mandated reporter, that is, he/she must report to CPS and Case Manager any suspicion of child abuse immediately.

10. The House Monitor will be expected to attend the following trainings: Mandated Reporting, Confidentiality, CPR and First Aid.

11. The House Monitor must understand and sign agreement regarding confidentiality. This will be explained in person with the monitor and a separate form signed then filed in personnel file.

Duties/Responsibilities:

Daily

1. Collect and distribute mail.

2. Do a walk-thru of the house to ensure safety measures are in place.

3. Check in with residents daily; document any pertinent interactions in the Overnight Log.

4. Monitor residents’ chore and room; give residents a time frame in which chores would be checked and demonstrate how the chore is to be done.

5. Check in with residents to confirm that they are in the house by their curfews.

6. Room checks to ensure that resident is home by curfew and does not have any unauthorized guests in their room

Weekly

1. Meet with Case Manager weekly at scheduled meeting to review resident progress, issues and/or concerns.

2. Attend House Meeting and provide feedback to residents on house issues.

3. Random bed checks should be performed to ensure that residents are accounted for during the course of the night.

Monthly

1. Conduct monthly maintenance check of property and turn in report to Case Manager.

2. Participate or lead monthly cook night with all participants

As needed

1. Assist Case Manager with search bedrooms on suspicion of rule violations. (i.e. drugs, alcohol, visitors after hours)

2. Approach residents regarding rule violations.

3. Notify Case Manager in a timely manner regarding rule violations. (if an emergency, call On-Call ASAP, otherwise leave a message)

4. Follow appropriate procedure in case of an emergency; notify On-Call ASAP

5. As monitor for Parenting Youth Program, provide support/information to young parents as requested/as needed; notify Case Manager of any concerns regarding care and supervision of infants/young children immediately.
