JOB SUMMARY:

Reporting directly to the Chief Administrative Officer (CAO), the Workforce Development Manager (WFDM) will be responsible for crafting and executing workforce strategies, managing recruitment and retention efforts, and leading initiatives focused on diversity, equity, and inclusion (DEI). In this role, the WFDM plays a pivotal part in enhancing and nurturing the organization's workforce. They will devise and execute plans to attract and retain a dynamic workforce that remains adaptable to the evolving objectives of Axis and its mission. Collaborating closely with leadership, external collaborators, and key stakeholders, the WFDM ensures seamless alignment, integration, and adherence to best practices in workforce development.

ESSENTIAL DUTIES/RESPONSIBILITIES:

Safeguards company and HR information by maintaining confidentiality in accordance with company policy and legal regulations.

Collaborates with the CAO and management to devise and implement the organization’s workforce strategy, ensuring the delivery of well-planned, timely, and cohesive workforce development initiatives.

Cultivates and manages relationships with colleges/universities, professional associations, staffing agencies, and other entities to establish hiring pipelines, internships, apprenticeships, and other beneficial partnerships.

Conducts skill gap assessments, in consultation with management, to identify workforce needs and strategic goals.

Manages the recruitment process, including receiving and tracking requisitions, drafting job announcements, collaborating with recruiters, monitoring job postings, and extending offers. Also responsible for maintaining the Applicant Tracking Systems and overseeing onboarding processes to enhance staff engagement.

Analyzes recruitment techniques’ return on investment (ROI) and implements improvements to enhance outcomes from all recruiting sources.

Identify Career Fairs that may draw potential candidates to our organization, and participate as an Axis representative at these events.

Oversees the Culture Committee and DEI program, utilizing DEI principles to guide interactions with community groups and business partners.

Implement wellness activities that help to mitigate factors contributing to burnout and low morale.

Development, implementation, and monitoring of internship and volunteer program.

Provides primary consultative support and assistance to hiring supervisors, applicants and employees with questions about staffing, employment processing, Company policies, programs, and other related HR processes.

Conducts data analysis on HR metrics such as compensation, classification, and employment trends, generating reports based on findings.

Manage job descriptions to ensure compliance with internal and governmental regulations and accuracy.

Provide administrative support such as preparing correspondence, forms and reports, arranging meetings, composing regular correspondence, processing confidential reports and documents, tracking deadlines, and taking down minutes as needed.

Assists in developing and administering new programs and policies to ensure compliance with federal, state, and local regulations.

Addresses issues and inquiries in the absence of the CAO.

Participate in staff meetings, attends training events, and may be assigned additional duties or special projects as needed.

May be required to perform other related duties, responsibilities and special projects as assigned.

QUALIFICATIONS/SKILLS:

Bachelor’s Degree in a related field or equivalent combination of education and experience.

Minimum of five years of Human Resources experience.

Highly desirable: Experience working in a healthcare setting.

Understanding of employment related California and federal laws, reporting and human resources practices and principles.

Previous experience engaging or partnering with colleges/universities and vocational schools for the purpose of building career paths.

Demonstrated experience in recruiting and conducting searches up to senior-level positions.

Experience in the implementation, administration, and maintenance of Human Resources programs.

Excellent professional business communication skills, including verbal, written, phone, email, and in-person communication across all organizational levels.

Ability to work collaboratively as a team member and leader, and ability to respond effectively to a rapidly changing environment.

Excellent analytical, organizational, problem-solving, and planning abilities, capable of managing multiple projects under tight deadlines and shifting priorities.

Ability to handle sensitive or confidential matters with the utmost discretion.

Proactive, self-motivated, and able to work independently as well as on a team, exercising sound judgement.

Ability to maintain a high level of confidentiality, a professional demeanor and must represent the organization in a positive manner at all times.

Ability to establish and maintain positive and professional working relationships.

Must be able to adjust priorities quickly as circumstances dictate.

Must be able to be at work regularly and on time.

Must be a dynamic self-starter with demonstrated ability to work independently or in a group setting.

A can-do attitude, attention to detail, ability to organize and set priorities and excellent interpersonal skills.

Must have good computer skills using Microsoft Office and the ability to use Axis management systems.

Must be able to use office equipment (i.e. copier, fax etc.). Must be able to type with minimal errors.

Physical Demands and Working Conditions:

Work is normally performed in a typical clinic office work environment (and in some cases telecommuting sites). The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical: Occasionally required to carry/lift/push/pull/move up to 20lbs. Frequently required to perform moderately difficult manipulative tasks such as typing, writing, reaching over shoulder, reaching over head, reaching outward, sitting, walking on various surfaces, standing and bending. Occasional travel to other Axis health centers and other occasional travel will be required.

Equipment: Frequently required to use repetitive motion of hands and feet to operate a computer keyboard, telephone, copier and other office equipment for extended periods.

Sensory: Frequently required to read documents, written reports and signage. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with staff etc. Must be able to speak clearly, understand normal communication, and to be understood. Must be able to see clearly and have the ability to judge distances and spatial relationships to see objects where and as they actually are.

Cognitive: Must be able to analyze information being received, count accurately, concentrate and focus on the given task, summarize the information being received, accurately interpret written data, synthesize information from multiple sources, write summaries as needed, interpret written or verbal instructions, and recognize social or professional behavioral cues.

Environmental Conditions: Frequent exposure to varied office (medical clinic/office) environments. Rare exposure to dust and loud noises.
