JJOB TITLE: Human Resources Manager
REPORTS TO: Administrative Director

LOCATION: This position is based in Upper Lake, CA in Lake County with hybrid options for remote work. Flexibility for more remote work possible depending on employee experience.
The Tribal EcoRestoration Alliance (TERA) is a cross-cultural, multi-organizational collaborative that works to revitalize ecology, economy, and culture through indigenous-led stewardship. The mission of TERA, founded in 2019, is to cultivate land stewardship, livelihood, and leadership skills that weave collaborative relationships between Tribal members and the community at large for the benefit of all lands and beings. Our program goals include:
-Strengthen ties to land and culture;
-Connect Tribal members with meaningful livelihoods and culturally relevant work in their ancestral territories;
-Regenerate the local ecology of the North Coast Ranges, and improve resilience to fire; and
-Build capacity for Native voices to play a central role in land stewardship.
The Human Resources Manager is an emotionally intelligent leader, highly skilled with coaching and mentoring diverse teams, and experienced in administering human resources. The Human Resources Manager will help TERA to manage existing personnel systems, and bottom-line processes that provide a solid foundation for TERA's growth and professional development of TERA staff.
This involves developing and implementing HR policies, managing our Human Resources Information System (HRIS) managed via Bamboo HR, and maintaining accurate employee records. They will also manage recruitment for new team members, oversee employee benefit enrollment and annual benefit renewals, and support staff in creating career development plans, as well as provide soft skills professional development training for the TERA crew.
The Human Resources Manager will keep a pulse on the overall wellbeing of the organization, facilitating events and activities that promote team cohesion, and provide mentorship and coaching to supervisors that strengthens TERA’s mission of building capacity for Native peoples to steward their ancestral lands.
DUTIES AND RESPONSIBILITIES:
1) Human Resource Management (80%):
-Maintain accurate personnel records within HRIS, including application and resume files, leave records, vacation and sick time records, benefit plan records, and detailed records of employee start dates, termination dates, promotions, and hours worked to ensure accurate payroll processing.
-Assist employees with employment, leave, and benefit plan questions, and provide general support regarding employment and benefit issues.
-Collaborate with Admin Director to manage TERA’s safety program and worker’s compensation policy; manage any worker’s comp claims or incidents.
-Prepare periodic benefit reports and notify insurance carriers of additions, deletions, and changes to plan participant lists.
-Support supervisors by managing performance review schedules, developing performance improvement plans, and addressing compliance issues with direct reports.
-Work with the Admin Director, Executive Director, and Board of Directors to develop and implement new HR policies
-Orient new hires to organizational policies, practices, and procedures.
-Manage the onboarding of new employees, contractors, trainees, interns, and temporary employees, as well as the offboarding of employees.
-Ensure the accurate creation and timely submission of bi-weekly timesheets, collaborating with the Finance Manager to meet deadlines.
-Maintain in-depth knowledge of HRIS to optimize efficiency and compliance.
-Run payroll as part of a two person team. Enter raises and employee changes in payroll system.
-Manage time & attendance data, including collection, review, approval, and reconciliation of timesheets within QB TSheets System.
-Manage employee classification changes ensuring accurate and timely updates in the payroll system and HRIS software.
-Generate and analyze payroll reports to drive efficiency and ensure compliance with regulations.
-Other HR duties as assigned by the Administrative Director or Executive Director.
PROFESSIONAL QUALIFICATIONS:
Minimum Qualifications:
AA Degree in Communications, Business Administration, or a related field OR additional 2 years relevant work experience.
7+ years experience in human resources management or an equivalent combination of education, training, and experience.
Strong knowledge of labor and personnel laws and practices.
Extremely well organized and able to track details and maintain ac.
Ability to exercise good judgment and uphold confidentiality of sensitive information.
Proficiency and flexibility with office technology including computers, smartphones, Google Workspace, Zoom, and other web-based applications.
Patient, personable and approachable. Able to work with diverse people, build and maintain strong working relationships.
Highly self-motivated with the ability to work independently.
Able to develop and follow a prioritized plan of work, set and keep deadlines and work on multiple projects concurrently, and be responsive to time sensitive organizational priorities and competing demands.
Strong communication skills with the ability to listen well, and write and speak effectively.
Collaborative leadership; able to contribute to a high functioning team environment.
Ability to manage and disseminate information accurately and effectively.
Preferred Qualifications:
Bachelor’s Degree
Experience working within Tribes or Native-led organizations
Experience with resolving conflict and mediation strategies
Experience with non-profits
Any human resources certification
