ABOUT THE POSITION:
This journey level classification performs the full range of skilled and complex tasks to ensure that traffic signal equipment is functioning properly. This includes installation, repair, maintenance, and upgrade of traffic signal devices.
THE IDEAL CANDIDATE:
In addition to the required qualifications below, the ideal candidate(s) will:
Work well within a team and be driven to work independently to complete tasks.
Have experience with 170 and 2070 traffic signal controllers and programs.
Possess or be able to obtain a Class A driver's license.
Understand communications protocols and networks.

Examples of Duties and Responsibilities
Essential Duties:
The following duties are considered essential for this job classification:
Repair knockdowns to traffic signal equipment including poles, signal heads, and hardware;
inspect, diagnose malfunctions of, and make field repairs to traffic signal controls and auxiliary equipment;
make signal timing changes as directed and ensure that proper timing is restored after repairs have been made;
install all or part of signalized intersections;
investigate complaints and reports of signal malfunctions and perform adjustment or repair as required to solve the problem;
repair, replace, or modify signal head components, microprocessors, relays, switches, fuses, and cabinet parts;
install various types of vehicle detection, including but not limited to, loops, camera systems, wireless and microwave detectors;
maintain accurate manual and computerized work records and daily journal;
inspect and test equipment installed by contractors;
make shop repairs of electronic components;
design and construct specialized electronic test equipment;
draw and read blueprints and electrical diagrams;
conduct scheduled preventative maintenance on traffic signals, signal devices and related equipment;
and use a laptop computer to install and modify traffic signal equipment.
Additional Duties:
In addition to the duties listed in the Essential Duties section, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.
Order supplies and materials for repairs and projects;
pull wire and install conduit;
dig trenches;
and perform related duties as assigned.
Required Qualifications
Knowledge of: Methods, materials, tools, equipment, and practices used in the installation, maintenance, repair, and upgrade of traffic signal control devices; electronics and electricity as related to traffic signals and associated equipment; standard electronic test equipment; Windows operating system and hardware connectivity by Ethernet, USB or wireless using a laptop computer; and occupational hazards and safety precautions related to the work.
Ability to: Communicate effectively with those contacted in the course of work; work independently and make sound decisions relating to work methods and tools; comprehend and make inferences from written material; learn through oral instruction in an on the job setting; program, replace, maintain and repair traffic signal control devices; remain current on traffic signal related software and its functions; use and care for tools and equipment used in programming, replacing, maintaining and repairing electronic and electrical devices; prepare and maintain accurate manual and computerized records of work performed; work in emergency and hazardous situations; draw or utilize maps or diagrams of intersections that illustrate direction of signals or equipment placement; safely change traffic signal LED modules (or indications,) replace traffic signal equipment and adjust traffic signal heads; and prepare cost estimates for projected intersection upgrades.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience - Sufficient experience in the installation, maintenance, repair, and upgrade of electrical and electronic traffic control devices to demonstrate possession of the knowledge and abilities listed above;
Education -Equivalent to completion of the twelfth grade supplemented by technical courses in electronics and electrical construction and repair.
License and/or Certificate: This classification requires the use of a personal or City vehicle while conducting City business. In order to drive, the individuals must be physically capable of operating the vehicles safely and must possess, prior to completion of the probationary period, a valid California Class A commercial driver's license and a current medical examiner's certificate.
Must possess and maintain an International Municipal Signal Association (IMSA) Traffic Signal Field Technician Level II certification within one year of employment.
Special Requirements: Prior to the final hiring interview, candidates being considered for selection must submit an official certified, original (with seal), Department of Motor Vehicles (DMV) three (3) year driving history printout dated within thirty (30) days of the City's request. Selection Process:
Applicants possessing the MOST DESIRABLE qualifications based on a screening of the application materials and supplemental questionnaire will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or another activity selected by the Human Resources Department. An eligible list will be established as a result of this selection process and may be used to fill future vacancies.
Working Conditions:
Incumbents in this classification perform electrical and other work in all weather conditions, including rain and extremes of hot and cold, with exposure to the elements during regular work hours and after hours. In order to work on traffic signals, incumbents must work at heights in excess of 25 feet, climbing ladders to reach traffic signal equipment that cannot be accessed by the truck. They must walk over rough, uneven, or rocky surfaces in order to reach signal equipment and work in small, cramped areas such as traffic signal cabinets, ditches, or between poles and signs. Traffic Signal Technicians communicate orally with other employees or the public in a face-to-face one-to-one or group setting when receiving instructions or providing information in the field; they also communicate using a telephone or two-way radio. Incumbents regularly set up traffic control in work areas and operate power driven machinery ranging in size from jack hammers to digger derricks
In order to clean work areas and equipment, incumbents utilize scrapers, vacuum cleaners, compressed air, and solvents. In order to install poles or conduit or gain access to underground electrical facilities, incumbents move dirt or other material from one place to another using a shovel, digging bars, and picks and use common hand tools such as hammers or screwdrivers to build foundation forms or assemble electrical equipment. In order to safely complete electrical work, incumbents must discriminate among or match colors of wire and inspect, observe, or monitor operation of installed traffic signals and work in progress to ensure conformance with prescribed operating or safety standards. Incumbents also make fine, highly controlled muscular movements coordinating the movement of more than one limb simultaneously to control crane when raising traffic signal poles.
Incumbents use bursts of muscular effort in order to lift and manipulate traffic signal poles for proper placement and bend or stoop repeatedly or continually over time in order to inspect or work in traffic signal street boxes or pull wire. In addition, incumbents use stomach and lower back muscles to support the body repeatedly or continuously over time while bending over installing wire and sealant in the streets; they lift arms above shoulder level when installing lights and hardware. Incumbents must hear vehicle and equipment alarms and test audible pedestrian signals. Incumbents also move traffic signal equipment weighing up to 50 pounds for distances in excess of 20 feet. Traffic Signal Technicians sit at a work bench, computer, or signal street box for extended periods of time with the ability to change positions, and either walk or stand for extended periods of time when reviewing traffic signal locations and operation. Incumbents also enter traffic signal timing and other data or information into a terminal, personal computer, or other keyboard device. In emergencies, Traffic Signal Technicians are subject to call-out and, on a rotating basis, are on-call 24 hours a day for a one week assignment.
