OVERVIEW

The Judicial Council of California supports California’s court system, the largest in the nation, serving a population of more than 39.5 million people— about 12 percent of the total U.S. population. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

There are multiple Senior Business Systems Analyst positions being hired to fully staff the Judicial Council Information Technology (JCIT) Program Management Office (PMO) team. All positions include some committee support, communications, and project management responsibilities. However, primary assignments will focus on one or more of the following primary responsibilities:

Lead staff to one or more branch wide governance committees/workstreams (e.g., the council’s Technology Committee or the Information Technology Advisory Committee);

IT communications specialist, drafting/refining branch wide communications and reports for effectiveness and increased engagement, and ensuring adherence to protocols and standards; and/or

Project manager and/or senior analyst driving assigned technology-related project or program (e.g., a technology grant program, maturity of PMO practices, etc.).

These positions directly support branch leadership; provide direction to matrixed staff working on program or project elements; require significant collaboration and relationship building while having the ability to work independently and oversee the successful delivery of projects assigned.

In Sacramento, the office is located minutes from downtown, just north of Discovery Park.

The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

RESPONSIBILITIES

Serve as lead/primary staff to one or more IT PMO programs (e.g., support a branch wide committee, workstream, and/or technology grant program), which requires:

Provide lead program and analytical support (including research/information gathering), recommendations, and strategy for program.

Serve as a point of contact and coordinate and/or participate in all meetings related to the program assignment.

Collaborate with leadership to organize and facilitate/execute business meetings, including preparation of agendas and presentations.

Prepare and/or review/edit correspondence, memoranda, reports, agendas, annotated agendas (talking points), meeting minutes, presentations (slides), and other documentation.

Prepare IT communications, including:

Draft branch wide communications and reports for effectiveness and increased engagement with stakeholders, ensuring adherence to protocols and standards.

Draft executive and analytical reports and data visualizations (charts, diagrams; use of spreadsheets, PowerBI, PowerPoint and/or similar tools).

Participate in the IT PMO “communications” peer review team, reviewing, copy-editing, and improving technology-related communications for the office.

Serve as an IT project manager to assist JCIT and its technology committees achieve its objectives.

Manage projects, activities, and communications using approved project management methodologies and artifacts. Create project schedule and plan; identify strategies and solutions; conduct requirements gathering; map business processes and use cases; prepare project documentation.

Facilitate effective communication between leadership, stakeholders, and technical staff. Coordinate and lead meetings, document and manage actions, and communicate project updates. Identify, analyze, and resolve issues. Draft and review project and business analysis documentation.

Other Duties and Responsibilities:

Ensure program content is maintained on branch websites

Ensure committee compliance with CRC 10.75 open meeting rules

Attend training as deemed appropriate for assigned work and as required by CRC 10.491

Respond to public information and public comment requests under CRC 10.500

Provide backup coverage for non-primary assignments

Participate in the peer review team, reviewing and improving communications for the office

MINIMUM QUALIFICATIONS

Education and Experience

Bachelor’s degree, and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Business Systems Analyst with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications

Excellent written and oral communication skills.

Strong ability to facilitate groups, build consensus, and conduct productive meetings.

Customer service and relationship management principles.

Project management experience using applied methodologies, tools, and techniques.

General understanding of court organizational structure, roles, responsibilities, and operations.

Experience with court case management systems and emerging technologies in court business.

Ability to navigate basic procurement processes including the creation of request for proposals (RFPs), budget change proposals (BCPs), statements of work (SOW), evaluation methodologies, contracts, and procurement documentation.

Able to summarize and synthesize complex information; present and communicate technical materials and issues to non-technical users, business, and management.

Strong listening and problem-solving skills.

Eagerness to learn and utilize new technologies/system features, relevant software/business applications, and/or other equipment, as assigned.
