The Superior Court of California, County of Alameda is accepting applications for the position of Principal Analyst (HR) Pathways, Partnerships & Engagement within the Human Resources Division. Under direction of the HR Manager, to plan, to implement, to coordinate and to manage projects and activities of major significance to the development and delivery of court programs and services; to supervise professional and support staff or to serve as a lead in a major project and/or program; and to perform other related duties as required.

This is a supervisory class level that reports to the Human Resources Manager. The major job functions include the responsibility for development and implementation of comprehensive programs and projects that have a court wide impact. These programs/projects deal with highly complex and sensitive issues. Incumbents are expected to work with minimal direction.

Example of Duties:

1. Sources and cultivates strong community partnerships with local educational institutions, non-profits and community partners in support of developing internship and pathway opportunities.

2. Acts as a liaison and collaborates with secondary and post-secondary educational and training services and programs in support of internships and pathways.

3. Conducts effective outreach and recruitment efforts for college and K-12 districts and schools to build and grow sustainable internships and employment pathways at the court; builds educational and career pathways for college and high school students to create, build and foster student and community interest in court employment opportunities.

4. Works with academic and community partners to develop and maintain court employment pathway programs that positively highlight the court and build strong court employment opportunities; identifies, promotes, secures and grows opportunities with external organizations such as community colleges, high schools, non-profit organizations and local businesses, to promote student internships and pathways to court employment.

5.Coordinates court visits, tours, and special events for students and program participants in support of school and community partner employment internships and pathways.

6. Positively represents the court at community functions and meetings; develops, organizes, supervises and attends workshops, forums, conferences and related college, K-12, non-profit and local community events in support of court employment pathways and outreach.

7. Identifies, researches, writes, and submits grant applications to sustain outreach and programmatic efforts in support of the court’s internship and pathway programs, including grant/LOI writing, preparation of proposals, budgets, and ancillary materials; manages grants; ensures data management, retention and completion of all documentation and reports required to meet funder compliance.

8. Conducts and manages the orientation, onboarding training and workshops for students involved in court pathway and internship opportunities, including job readiness training, job interview skill development, professionalism, ethics, and business etiquette; collaborates with partner organizations to provide development and student to job matching for individual students and programs.

9. Creates, distributes and collects bi-annual program evaluations from students, schools, and community partners; presents bi-annual program evaluation report to the HR Director and Court Executive Officer to ensure consistency in program quality and effectiveness.

10. Stays current with community outreach trends and initiatives, gathers and communicates strategic information to management, and recommends updates to marketing and communication efforts to ensure excellence and improvement in court outreach efforts.

11. Plans, implements, coordinates and manages Human Resources programs and activities to improve administration of court services; develops work plans and project goals; and assists managers in assessing the effectiveness of procedures, organizational structure and job design

12. Represents management and participates in meet and confer sessions; develops contract language; interprets and explains memoranda of understanding, and personnel, policies and procedures, rules and regulations to managers, employees and student workers.

13. Plans, organizes and coordinates training programs; in partnership with the HR Learning & Development unit, designs and delivers training programs and seminars to managers and employees and student workers.

14. Manages interdivisional teams, and complex projects and studies; participates on and coordinates committees and task forces.

15. Develops and revises court policies and procedures.

16. May supervise professional and technical staff.

17. Acts in the absence of the Human Resources Director.

18. Performs other related duties as assigned.

-Minimum Qualifications-

Education:

Possession of a Bachelor's degree in business administration, court administration, human resources, public administration or related field from an accredited college or university. A Master's degree in a related field is desirable.

And

Experience:

The equivalent to four (4) years of full-time professional-level experience in complex budget analysis, human resources, financial/fiscal analysis, legislative/administrative policy analysis or complex program development. Experience as lead staff in a complex organization is desirable.

The most desirable candidate for this role will have:

At least two years of experience working directly with K-12 and/or college students, preferably in youth workforce development programs.

Previous program facilitation with college to career education and programs

Event planning and facilitation experience

Curriculum development with partner schools

Grant-writing and grant management experience

Exceptional writing, organizational and communication skills

Knowledge of project management; data collection, research and analysis methods; state, court and county functions, organization and structure; principles, functions and practices of public administration and policy analysis; court operations; workflow process analysis; local, State and Federal laws pertaining to human resource management; principles, methods and techniques of personnel administration; revenue distribution methodologies and distribution formulas, generally accepted accounting principles (gaap), financial management systems and applications, budget development and practices; state and local legislative processes; statistical and research methods; supervision principles and practices.

Ability to create, coordinate and support partnerships and relationships with diverse external and internal stakeholders; source, build and support effective education and community outreach programs with a broad group of stakeholders; manage special projects and programs; evaluate problems and issues with conflicting evidence, make recommendations and facilitate implementation; interpret and apply employee labor agreements and State and Federal laws pertaining to employment; use a variety of computer office, research and database applications; prepare written and oral presentations; maintain the confidence and cooperation of Court officials, employees and the public; collect, interpret and evaluate a variety of narrative and statistical data; develop and write procedures, correspondence and narrative and statistical reports; maintain confidentiality of information; exercise discretion and independent judgment.

This position includes a one-year probationary period. Employment is contingent upon successful completion of fingerprint check and the provision of appropriately identifying documents to certify eligibility to work in the United States.

-Hiring Process-

The hiring process will include the following components:

The Court reserves the right to change the components of the examination process and may limit the number of candidates invited to the oral interview process to include only the best-qualified candidates should there be a large applicant pool.
