The Human Services Department seeks a talented professional to lead their Employment and Training Division!
Starting salary up to $85.26/hour ($177,947/year) plus a competitive total compensation package!
The Employment and Training (E&T) Division Director is responsible for overseeing all functions of the County of Sonoma’s Human Services Employment and Training Division, including the daily operations and strategic direction of the division’s four main program areas: CalWORKs, Housing/Homelessness, General Assistance, and Workforce Investment Board/Job Link. The E&T Division Director will also be responsible for developing, implementing, and evaluating workflow, case management, and programmatic improvements, policies, and procedures for key division initiatives. Additional responsibilities include:
Serving as the Sonoma County Workforce Investment Board Director
Overseeing the daily operations of Employment and Training division offices and staff
Monitoring and managing high-level division personnel matters
Leading the division’s strategic and operational planning initiatives
Monitoring the provision of social services to the public through an intake and ongoing service model
Overseeing the operations of the Workforce Investment Board (Brown Act policymaking body)
Monitoring performance of the division according to state and federal standards
Working with other Human Services Department leaders on policy interpretation and implementation
Monitoring legislative changes and coordinating implementation of new regulations with division management
Serving on internal and external committees and workgroups as a decision maker and providing guidance on items that impact staffing and client services
In addition to experience with Employment and Training programs, state and federal eligibility guidelines, and public workforce development programs, the ideal candidate will possess many of the following:
Effective interpersonal skills and the ability to work collaboratively with peers, agency department staff, and community/advisory groups
Strong supervisory and leadership skills with an aptitude for motivating staff
Practical knowledge of program development, results measurement, project management, change management, and budget management strategies
Experience coordinating and integrating budgets and multiple funding streams
The ability to analyze systems and processes to identify opportunities to enhance efficiency, collaboration, and service delivery
The ability to support and lead the Division's mission and vision in alignment with Department values
A commitment to equity in service delivery and program outcomes
Experience with and commitment to continuous quality improvement
A familiarity with the Sonoma County economic landscape, including knowledge of local industry sectors and in-demand occupations
Experience in engaging and being responsive to community groups around the issues of poverty and self-sufficiency
Emotional intelligence, excellent written and oral communication skills, and a demonstrable connection to elevating marginalized people
Experience managing Employment and Training programs in a public agency and directing staff that support a Workforce Investment Board is highly desirable
