About the City of Santa Rosa Fire Department:

The Santa Rosa Fire Department (SRFD) responds to over 28,500 incidents per year, operating out of 10 fire stations. SRFD staffs ten (10) paramedic engine companies and two (2) paramedic truck companies. Santa Rosa Fire Department is committed to providing the highest level of fire protection and emergency services today, while working relentlessly to innovate new ways to better serve the community in the future.

About the Position:

The Emergency Preparedness Specialist plays a critical role in assisting in preparation, updates, and administering the City's internal emergency response plans, trainings, and exercises. They will work with county and regional governmental partners in preparing for, and coordinating, plans and response to emergencies and assist with the coordination and operations of the Emergency Operations Center (EOC) during activations.

The Ideal Candidate:

The ideal candidate will have successful hands-on experience in disaster event management and administrative, technical or operational experience in an emergency-management related program. They will have completed coursework and training in emergency management and disaster preparedness/emergency service, including completion of Federal Emergency Management Agency (FEMA) basic and, preferably, intermediate core courses. The ideal candidate will possess the communication and cooperative working skills necessary to effectively and efficiently organize and cooperate programs, plans, trainings, grant applications, public information projects and more. This role requires a highly discerning, calm, and decisive individual who can effectively manage emergency situations. As an Emergency Preparedness Specialist, they will be responsible for making critical judgments and decisions under pressure, coordinating response efforts, and communicating instructions to team members and other relevant parties. The ideal candidate will have successful real-life experience working in an environment that requires the skill set necessary for success in this position.

Selection Process

Applicants possessing the MOST DESIRABLE qualifications will be invited to continue in a selection process that may consist of an application screening/scoring, an oral board interview, and/or another activity selected by the Human Resources Department. An eligibility list will be established resulting from this selection process which may be used to fill future vacancies.

Examples of Duties and Responsibilities

Assist with the design, development and delivery of the City's internal emergency response plans, trainings and exercise for EOC (Emergency Operations Center) and DOC (Department Operations Center) staff

Organize and implement emergency training and public information programs (tabletop, functional, and full exercise) for members of emergency teams and other local entities

Work in conjunction with county and regional governmental partners in preparing for and coordinating plans and response to emergencies

Assist with coordination and operations of the EOC during activation

Assist with the development, administration and activation of the City's Alert & Warning programs and systems (CodeRed) along with the City's incident management software and employee notification system (Send Word Now)

Assist in developing and updating City plans including the Emergency Operations Plan, Continuity of Operations Plan and Local Hazard Mitigation Plan

Write and review various grant applications and RFPs

Assist in the overall management of the City's EOC on a day-to-day basis and during a disaster

Direct and participate in public information projects for the emergency preparedness programs

Represent the City of Santa Rosa Fire Department with a variety of public and private organizations and volunteer and citizen groups, service providers, county agencies, state authorities and consultants involved in emergency preparedness projects

Performs other related duties as assigned.

Required Qualifications

Knowledge of: The Incident Command System, Standard Emergency Management Systems (SEMS) and each section of Emergency Management; the all-hazards approach to emergency management and the National Integrated Emergency Management System; state and federal grant writing procedures.

Ability to: Effectively communicate both orally and in writing; use personal computers and applicable software applications.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.

A typical way to obtain the knowledge and abilities would be:

Experience: Sufficient years of experience in disaster event management and administrative, technical or operational experience in an emergency management related program that would demonstrate possession of the knowledge and abilities listed above.

Education: Completed coursework and training in emergency management and disaster preparedness/emergency service, including completion of Federal Emergency Management Agency (FEMA) basic and intermediate core courses is highly desirable.

License/Certificate: This classification requires the use of a personal or City vehicle while conducting City business. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess a valid, Class C, California motor vehicle operator's license.

Working Conditions

Work is performed primarily in an indoor office setting with periodic site visits in the field. The work requires repetitive arm/hand movement when the incumbent is entering data into a terminal or computer keyboard device and operating office equipment in order to prepare reports or communicate via e-mail. The incumbent communicates with others orally, in person and by telephone, for such things as determining needs, solving problems, or discussing project status. The incumbent also communicates orally in group settings when making presentations in meetings with staff, community organizations and before the City Council. When participating in meetings or performing work in the office, the incumbent in this classification sits for extended periods of time with the ability to change positions at will. Training responsibilities require the incumbent to communicate orally in a group setting; instruct others in a classroom or field setting. The incumbent must also learn job-related material through structured lecture and reading in order to stay abreast of current developments in the field. This assignment may also include evening, holiday and/or weekend hours and may be called in to work at any time.
