The Court is conducting an open and promotional recruitment to fill a Data Scientist (Analyst) position. The Data Scientist is a dynamic business analyst whose aim is to deliver innovative and user-friendly data-driven analysis, business process evaluations, enhanced data reporting methods, as well as financial and strategic planning dashboards.

Under direct supervision of the CEO (Court Executive Officer) and the CIO (Court Information Officer), utilizes well-established analytic principles, methods, and procedures to identify, gather, analyze, and evaluate data to support the Court's effort in leveraging data to optimize business and operational directives; provides general data support which may include gathering requirements, extracting data from designated case management systems, creating reports and interactive dashboards, performing impact analyst and leading and/or participating in meeting and/or projects. Work is of a confidential nature and requires a good understanding of court policies and functions.

Representative duties include:

Developing dashboards (Power Bl and Tableau) and other visual data discovery tools to support the needs of various organizations throughout the court, which includes but not limited to JBSIS (Judicial Branch Statistical Information System) data points that include filings, disposition and hearings.

Consulting with leadership on organization improvements based on evidence and/or analytical studies.

Designing, leading, and implementing analytical studies

Developing and maintaining regular reporting to improve the performance of everyday operations.

Tracking, interpreting and implementing mandated legislative changes that impact the units supports in regard to data capturing.

Extracting and summarizing large amounts of data from court systems for the purposes of improving business decisions, monitoring court performance and influencing court priorities.

Researching and developing statistical learning models for data analysis.

Reviewing, assessing, and supporting data needs of the court to support actionable intelligence.

Providing technical assistance to judges and staff for building reports, performing data validation and any statistical needs.

Work with Court Information Technology and Court Operations on on-going validation of data in case management systems.

Complete various required court surveys for various entities by request and/or by statue.

Leading or supporting business process re-engineering efforts.

Keeping current with the latest technology trends.

The IDEAL CANDIDATE should have the following knowledge and abilities:

Knowledge of:

Computer science, statistics, applied math or a closely related field (Master's Degree)

PSS, ETL, data processing, database programming, data analytics, SQL Server Reporting Services (SSRS)

Data mining and statistical analysis

Programming languages such as R and Python

Various data structures and common methods in data transformation

Pattern recognition and predictive modeling

SharePoint and webpage design

Visual Basic for Applications (VBA)`

SAP (Court's financial system)

Principles and techniques of project management

Principles of relational database management systems

Ability to:

Work with court technology to collaborate and implement solutions

Principles and practices of sound business communication, include written and verbal communication, including proper spelling, grammar, and punctuation.

Organize statistical and narrative information in a clear, concise manner;

Minimum Qualifications:

A Bachelor's degree from an accredited college or university in the fields of data science, mathematics, computer science, business/public administration, finance, economics.

One year of experience performing complex program/project or analytical duties such as researching, summarizing, and presenting data, developing policies or procedures, or program or process analysis/evaluation which would have developed the knowledge and abilities required for data science and analysis.

Any combination of education and experience that provides the candidate with the requisite knowledge, skills and abilities to perform the duties of the Data Scientist (Analyst).

Highly Desirable Qualifications:

A Master's degree from an accredited college or university in the fields of data science, mathematics, computer science, business/public administration, finance, economics or a closely related field. A Master's degree in data science, mathematics or computer science is highly desirable.

All of the above experience must be full-time or its equivalent.

GENERAL INFORMATION

Conditions of Employment

Successful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.

All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver’s License and required levels of automobile insurance.

Convictions

Felony and misdemeanor convictions MAY BE disqualifying for employment with the court. The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.

Employment Eligibility:

In accordance with the Immigration Reform and Control Act of 1986, all persons hired after November 6, 1986, are required to present to the Court, at the time of appointment, original documents which show satisfactory proof of: 1.) identity and 2.) U.S. Citizenship or a legal authorization to work in the United States.
