The Position

Building Plans Examiners review and approve building permit applications, plans and supporting documentation for single and multiple-unit residential and light frame commercial structures

The Planning & Economic Development Department provides a wide range of development services to this dynamic and growing community, developing long-range plans for the growth of Santa Rosa and reviewing development proposals for consistency with those plans. In this position, you will support plan checking of new building and tenant improvement plans by providing expertise and consistency through the building permit process.

The Ideal Candidate

In addition to meeting the minimum qualifications, the ideal candidate will:

Be an effective team player who combines technical expertise with superb analytical and organizational skills.

Have experience providing design, plan review, or inspection services of residential and/or nonresidential buildings for a municipal Building Department, or professional design or consultant firm.

Have excellent customer service skills and experience working with architects, engineers, contractors, builders, City staff, and the general public.

Possess a current ICC Building Plans Examiner Certificate. Additional related building inspection certifications and /or a professional license as an architect or engineer are highly desirable.

Have experience with Accela Automation.

THE SELECTION PROCESS:

The selection process will include a minimum qualifications assessment; and may also include an application and supplemental questionnaire review, followed by department selection interviews.

This recruitment is being conducted to fill one vacancy in the Planning and Economic Development Department and may be used for future vacancies in any City department.

Examples of Duties and Responsibilities

Essential Duties:

The following duties are considered essential for this job classification:

Perform plan review of residential and light frame commercial plans and documents for compliance with fire life-safety, energy, disabled access, plumbing, mechanical, electrical, energy, green building, zoning, health and structural engineering regulations

Prepare reports and written correspondence relating to plan review corrections outlining deficiencies in submittals

Review, approve and issue over the counter building permits for minor applications

Confer with architects, engineers, contractors, builders and the general public to provide information and guidance on building permit submittal requirements

Provide technical advice and assistance to the public to minimize plan check time;

Explain and interpret building code standards, requirements and restrictions to staff and the public; assist staff, design professionals, builders and the public with building code interpretation and compliance issues

Assist applicants in finding solutions to a variety of development application issues or refer them to other appropriate sources for help

Use a computer for permit tracking, internet research, time management and communication

Coordinate building permit application review with other City departments

Required Qualifications

Knowledge of: Principles and practices of building and zoning code requirements, basic engineering and architecture as applied to building design and construction; methods, materials and techniques used in building construction; California Model Codes including Building, Residential, Fire, Plumbing, Mechanical, Electrical, Energy and CalGreen Codes; and other applicable State and Federal laws and regulations.

Ability to: Read and interpret building plans, documents, specifications, codes and regulations; understand and review simple and moderately complex energy and engineering computations; use computer systems to track and document permit applications; communicate clearly and concisely orally and in writing; establish and maintain effective working relationships with other City staff members, builders, contractors and the general public; enforce necessary regulations with firmness and tact.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Four years of experience in building inspection, plan review, engineering or architectural work related to building construction. Education - Equivalent to an AA or AS degree from an accredited college with major study in architecture, engineering, building code technology or closely related field.

License or Certificate

Possession of a certificate as an ICC Certified Building Plans Examiner is required within 24 months of employment or possession of a credential that would qualify as an exemption for this requirement. Possession of ICC certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector or California Access Specialist (CASp) are highly desirable. Use of a personal or City vehicle is required. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess an appropriate valid California motor vehicle operator's license.

Selection Process:

All applications and supplemental questionnaires will be carefully reviewed. The applicants possessing the MOST DESIRABLE qualifications will be invited to the next steps of the selection process, which will include an interview and may include other test parts. An eligible list will be established as a result of this selection process and may be used to fill future vacancies.

Working Conditions

Building Plans Examiners work primarily in the office. In the office they sit at their work station for extended periods of time. They must frequently bend and stoop to retrieve plans and files from filing cabinets. Incumbents may occasionally stand at the counter with customers for up to an hour at a time. Occasionally they move boxes and rolls of plans weighing up to 30 pounds.
