Biweekly Salary: $4,641 (Step 1) - $5,641 (Step 5)

Annual Salary: $120,666 (Step 1) - $146,666 (Step 5)

OCII is seeking an Associate Planner with a strong design background to assist in the review, preparation, and implementation of a wide range of development plans for the Transbay, Mission Bay, Hunters Point Shipyard and Candlestick Point redevelopment project areas in San Francisco.

BRIEF DESCRIPTION:

OCII is a state-authorized local entity serving as the successor to the former San Francisco Redevelopment Agency. OCII is responsible for state-approved development obligations in Mission Bay, Transbay and the Hunters Point Shipyard/Candlestick Point areas. OCII has authority over design, development and land uses in these areas. OCII functions in a similar way as the Planning Department with regards to development entitlements and environmental review and uses land use controls and design documents separate from the planning code. As part of its enforceable obligations within these project areas, OCII is also responsible for the development of affordable housing projects, as well as public infrastructure, such as parks, streetscapes, and community spaces. OCII is also separately responsible for developing over approximately 5,800 units of affordable housing in the City.

The Associate Planner works within a multidisciplinary OCII team on project review and implementation, l including interpretation and revisions to redevelopment plans and design for development documents. The position will require highly collaborative working relationships with other OCII staff, developers, and architects in shaping development projects from concept proposals through construction. The Associate Planner will be responsible for expeditious land use and design review approvals of basic concepts, schematic designs, design development documents, and construction documents, including signoffs on building permits and other permits, materiality mock-ups, and value engineering proposals.

JOB RESPONSIBILITIES:

The following list of duties and tasks represents the primary job responsibilities:

Provide design leadership on a wide range of projects: mixed use, residential, commercial, and community facilities.

Review, recommend and approve building and land use permit applications, variance applications and zoning permit referrals. for conformance to zoning, environmental and other planning requirements; process applications from submittal through construction, making recommendations regarding conditions, approval or denial; conduct field review as necessary to assure compliance with approval conditions and completion of projects.

Create project approval documents and present highlights and actions for approval at public hearings of the Commission on Community Investment and Infrastructure, and other public bodies.

Participate with inter-disciplinary project teams in the preparation of development controls and design guidelines.

Perform design and plan review of vertical projects from concept through to construction documents.

Perform design and plan check review on community facilities and public spaces including streetscape designs, parks, plazas and civic buildings.

Have knowledge of development processes including permitting and subdivision mapping.

Evaluate vertical projects compliance with environmental assessments, including making recommendations regarding mitigation measures.

Perform project test fits, massing scenarios or contextual visualizations to inform OCII block developments and provide report and summary of project unit yields and of other program areas.

Perform related duties as required.

MINIMUM QUALIFICATIONS:

Minimum qualifications include any combination of experience and training that would likely provide the required knowledge and abilities. A typical way to obtain the knowledge and capabilities would be:

Four years of professional work experience in city planning, urban design or a closely related field. Redevelopment experience is desirable.

Equivalent to a Bachelor’s degree from an accredited college or university with a degree in urban planning, architecture, or closely related field.

A Master's degree in an area of planning specialization or urban design is desirable.

Knowledge of MS document and presentation software (Word, Excel, PowerPoint). Knowledge of Adobe applications, GIS, AutoCAD, SketchUp, Blue Beam and other design software is desirable.
