Position Description:
One (1) Permanent-exempt, full-time (40 hours), full fiscal year (260 days) position.Permanent-exempt. Exempt employees are considered "at will" and serve at the discretion of the appointing officer.Note: This position is designated Unrepresented-Supervisory and is not represented by a bargaining unit.Note: This position is grant funded and is funded on a yearly basis. Hours are subject to change after appointment dependent upon grant status. Under general direction of the Vice Chancellor of Student Affairs (VCSA), the Program Support Analyst will have primary duties in both the Student Affairs (SA) Information Center with the VCSA Office by managing and overseeing all classified staff in the SA Information Center and the VCSA Office. More specifically, those responsibilities will include developing and managing day-to-day operations of the VCSA Office and Information Center, provide support to the case management process for CCSF's behavioral management team, provide support to the Volunteer Applicant Screening process, manage complex budgets, develop and provide reports and presentations, develop and disseminate oral and written communications, and provide technical assistance and serve as lead on the implementation and use of software applications that leadership on assigned projects. This position will be required to work evenings and weekends as needed.
Job Duties:
1. Oversee day-to-day operations of the Vice Chancellor for Student Affairs (VCSA) Office and the Student Affairs (SA) Information Center.2. Develop, implement, and improve operations and customer service processes throughout the Division of Student Affairs.3. In alignment with the Student Affairs Action Plan and other pertinent District Plans, engage in planning and evaluation as well as utilize pertinent data analytics to develop and provide reports and recommendations.4. Communicate with VCSA to implement appropriate aspects of the Student Affairs Action Plan, to set strategic operational goals, and oversee customer support processes including implementation of a customer service/service delivery strategy.5. Work closely with the departments, programs, and units in the Student Affairs Division, to identify and troubleshoot issues, develop recommendations, and attend all required and relevant trainings, workshops, and meetings.6. Support the Volunteer Screening Process by regularly reviewing incoming background screening information as well as the Volunteer Applications input through the Maxient System and communicating concerns or issues that may arise to the appropriate liaison for the Volunteer Application Process.7. In support of the behavioral intervention team's case management process, utilize Maxient to enter or conduct a review of referrals on a daily basis, to check for and triage items that may need an immediate (emergency) response or that need escalated attention, and to ensure the appropriate response and/or referral has occurred in a timely manner.8. Weekly communication with the Dean of Student Engagement and Wellness or designee (e.g., case manager) regarding the triage process outlined above and attendance at scheduled behavioral intervention team meeting as appropriate to provide updates regarding trends, recommendations/feedback or receive any needed information or training.9. Develop standard operating procedures, document them, and utilize them to lead strategic initiatives, create efficiencies, and ensure continuous quality improvement.10. Maintain the confidentiality of sensitive employee information as well as adhering to FERPA regulations as they pertain to the rights of students and the privacy of their educational records.11. Participate in ongoing training on diversity, equity, inclusion, and anti-racism as it pertains to improving systems of higher education for historically minoritized and disproportionately impacted student groups.12. Provide technical assistance and support in the implementation and use of software applications and systems designed to improve the student experience.13. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, organizes own work, set priorities to meet critical time deadlines.14. Review financial plans, manage complex budgets, strategize, and allocate funds in compliance with funding entity that may include but is not limited to Federal, State, Municipal and District regulations.15. In accordance with District policies, contracts, and procedures, hires, onboards, supervises, and evaluates assigned classified professional staff and student employees, including review and approval of documents/forms necessary to effectuate pay of personnel under their supervision (i.e., time sheets, leave of absence forms, etc.).16. In accordance with District policies, contracts, and procedures, manage the professional conduct of assigned classified staff and collaborate with Employee Relations and SEIU in resolving employee disciplinary matters, where resolution is not reached at the departmental level.17. Promote a culture of diversity, equity, access, and student success by fostering innovation and the delivery of high-quality services to our students and community.18. Serve on District committees as assigned including participating collegially on Participatory Governance Council committees and work groups.19. Attend Board of Trustees' meetings to make presentations when requested and submits reports/action items related to area(s) of responsibility.20. Participate in appropriate professional development including attendance at national, state, and local conferences and/or workshops related to job duties including but not limited to receive ongoing professional development on student development theory, mental health, and mental health first aid, risk assessment, relationship and rapport building, cultural competence, and behavior change.21. Perform additional administrative duties and services as requested and assigned that are appropriate to this job classification.
Minimum Qualifications:
Education:A baccalaureate degree from an accredited college or university. Experience: Administration SpecialtyThree (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research. License and Certification:Some positions require possession of a valid California driver license. Substitution:Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).Substitution for Experience: Possession of a Master's degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above.Note: College Work Study and Student Lab Aide experience with the District will be considered/applied as qualifying experience per an agreement made between the District and SEIU. This agreement will allow District students to take advantage of employment opportunities.
Desirable Qualifications:
1. Knowledge of CCSF District organization, operations, policies, and objectives.2. Knowledge of the Student Affairs Division and the operations of its units and departments.3. Experience in managing a dynamic call center, coordinating a student intake process and/or appropriately related to student inquiries and complaints.4. Ability to analyze data, produce comprehensive reports, draft correspondence, and develop presentations.5. Experience in managing comprehensive budgets in higher education as well as developing related reports.6. Strong technical skills including knowledge of current and emerging technologies related to the student affairs environment as well as functional knowledge of relevant software applications such as Banner, MS Office Suite, Maxient, Google Suite, Argos, AdobeSign, and others.7. Excellent communication skills in written and oral form including the ability to utilize conflict resolution and de-escalation techniques when appropriate.8. Demonstrated ability to use good judgment, solve problems, make decisions, and utilize project management skills to initiate and see initiatives through to completion.9. Demonstrated understanding and experience working with diverse student populations in a higher education setting.10. Evidence of successful experience in promoting a culture of inclusivity, equity-mindedness, diversity, and anti-racism.11. Demonstrated experience with and knowledge of inequities in higher education and a commitment to rectifying policies, processes, or practices that restrict successful outcomes of historically minoritized and disproportionately impacted students.12. Demonstrated knowledge of applicable laws and regulations pertaining to California Community College systems to include but not limited to the California Education Code, Title 5, and accreditation standards, Family Educational Rights and Privacy Act (FERPA), etc.
Benefits:
1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas and New Years Day, as well as an additional five (5) paid days off during spring break. Eligible school- term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Years Day shall be granted three (3) paid days off to be scheduled by mutual agreements between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.
2. New employees hired on or after October 1, 2013, will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
