About Rossmoor

Rossmoor Walnut Creek is a nationally recognized community for active seniors who are 55 and older. With nearly 10,000 residents in 6,700 homes on 2,000 acres, Rossmoor is a beautiful, serene enclave about 25 miles east of San Francisco. Offering a vast array of activities, residents are inspired to create, enjoy, learn and participate in activities and sports that they never had time to learn or engage in when they were younger. With two golf courses, four swimming pools, tennis, pickleball, lawn bowling and numerous other activities, it is never dull in Rossmoor. Activity studios include dedicated facilities for art, ceramics, lapidary, sewing, and woodworking. Rossmoor also operates its own movie theater, TV station and weekly newspaper. There are more than 200 clubs in Rossmoor for every interest. Numerous clubhouses hosted 22,000 events and meetings on campus in 2019.

In 2018, Rossmoor completed a $10 million renovation of its 30,000 square foot fitness center, which nicely complements other newer amenities like the event center, restaurant, table tennis pavilion, tennis complex and recycling facility. In late 2019, Rossmoor activated a one-megawatt solar project that will save more than $5 million on energy costs over its 25-year life. Rossmoor is currently exploring the development of a water reclamation facility and an expansion of the solar project.

Rossmoor is fully developed with construction commencing in 1964 and concluding in the early 2000’s. The homes in Rossmoor are individually owned by residents who live in one of 23 homeowners associations, called “mutuals.” Rossmoor’s streets, open space and amenities are held in Trust. The Golden Rain Foundation (GRF) is the nonprofit Trustee that manages and operates the amenities in a manner similar to that of a small town council. One mutual is self-managed and the others are managed by GRF.

GRF's approximately 250 full-time, part-time and part-time/on-call employees provide a huge variety of services including maintenance, plumbing, carpentry, landscaping, golf course maintenance, recreation, lifeguarding, fitness training, vehicle repair, accounting, insurance and purchasing.

Eligible full time employees are provided with vacation and sick pay, health insurance, dental, vision, employee assistance program, flexible spending accounts, life insurance, long-term disability insurance, and a 401k with a matching component. Centrally located in the heart of Contra Costa County, Rossmoor provides its own bus service including a connection to Walnut Creek’s BART station.

Position: Payroll/Benefits Administrator

The Payroll and Benefits Administrator will ensure accurate processing and recording of Golden Rain Foundation employee data including semi-monthly payroll, benefits (health & welfare, 401k, pension, FSA, etc.), and personal information. This position provides administration of key systems such as HRIS (Human Resources Information System), various Benefits Administration and Payroll related software.

Duties and Responsibilities:

Payroll: preparation and distribution, including verifying time sheets comply with law and applicable GRF policies; general ledger reconciliations of payroll-related accounts.

Maintain HR database including adding, changing status, terminating employees.

Benefit administration (medical, dental, vision, various insurance programs) including enrollment, status changes, termination; billing reconciliation; general ledger account reconciliations; COBRA administration including notification and billings.

401(k) and pension administration, including enrollment, contribution changes, termination; prepare and send semi-monthly 401(k) contributions/matches; work with providers on annual census and audits, 5500 as assigned.

Provide requested reports to HR Manager as needed; provide FMLA notification and tracking.

File time cards, benefit enrollment forms and other legally required documentation; manage documentation retention in accordance with applicable law and policy.

Annual preparation and distribution of W-2s.

Garnishment orders: notify employee, make deductions & send funds to appropriate agency.

Other duties as assigned falling within the purview of the Accounting Manager and CFO.

Requirements:

Demonstrated excellence in customer service, time, and priority management

Demonstrated excellence in teamwork, collaboration and precision/accuracy in work product

Handles confidential information with sensitivity and discretion

Competency in MS Office (Word, Excel, etc.) & applicable knowledge and experience with HRIS/Payroll software systems

Working knowledge of current Wage and Hour requirements and Taxation requirements: both State and Federal

Experience:

Minimum 3-5 years’ experience payroll administration

Associates degree in accounting or sufficient accounting coursework to accomplish work tasks

Preferred: Certified Payroll Administrator certificate

Additional Requirements:

Clean and valid California driver license and satisfactory driving record are conditions of initial and continued employment.

Ability to meet the Dept. of Homeland Security requirements confirming identity and right to work in the United States is required.

Offer is contingent upon satisfactorily passing pre-employment background check and drug test.

Previous employment must be verifiable.
