Job SummaryPerforms a variety of complex professional duties in the administration, development and execution of public works Capital Improvement Projects (CIPs). Coordinates and manages the activities of assigned staff, consultants and contractors.Representative DutiesNote: Duties may vary dependent upon work location and assignment.Performs complex project management work within assigned capital improvement project areas, including research and analysis of complex data and preparation and presentation of comprehensive design studies, operational reports and other informational items.Plans, coordinates and monitors the implementation of capital improvement projects (CIPs).Conducts construction administration services for assigned projects.Prepares, reviews and makes recommendations on the design and preparation of plans, specifications and cost estimates for various CIPs, including requests for consultant services, new construction, additions, remodels, space planning and infrastructural improvements.Monitors project status including budgets and account balances.Monitors professional services, including consultants, to ensure that project objectives, standards and schedules are consistent and conform to departmental plans and policies.Visits sites to evaluate capital projects and contracts in progress and ensure compliance with plans, specifications and safety standards.Serves as the liaison for public works capital improvement projects. Confers and coordinates project activities with City staff, outside agencies, vendors, contractors, and the other customers.Implements concepts of green buildings, sustainability and leadership in Energy and Environmental Design (LEED).Leads and coordinates the work of staff involved in CIP support activities, as assigned.Performs other related duties, as assigned.RequirementsKnowledge of:Principles, techniques and methods of capital improvement project design, construction and management.Practices and procedures of project management.Construction methods, materials and equipment.Principles and practices of contract administration.Governmental processes related to bidding, consultant/contractor selection, design and construction.Applicable federal, state and local laws regulations and ordinances.Principles and practices of budget management.Effective leading and coordination techniques.Effective customer service techniques.Ability to:Read, and interpret architectural and civil drawings and construction site plans.Prepare plans, specifications, and bid documents.Prepare and present clear, concise and comprehensive reports.Interpret and apply policies, procedures and regulations.Identify, analyze and recommend alternative solutions to various problems.Manage multiple projects and meet strict deadlines.Communicate effectively, both orally and in writing.Provide effective customer service.Establish and maintain effective and cooperative working relationships with a variety of individuals, including City employees, contractors, consultants, outside agencies and the general public.Skill in:Project management.Building consensus among various stakeholders.Using a personal computer and applicable software applications.Effective written and verbal communication.Education, Training and Experience:Graduation from an accredited college or university with a Bachelor's degree in Engineering, Architecture, Construction Management or a closely related field. Additional recent, related work experience may substitute for the educational requirement on a year for year basis. One year of additional related work experience is equal to completion of 30 units)Six years of recent, paid and progressively responsible, work experience in managing large scale projects in civil engineering, architecture or public works, which has included two years of lead analytical, managerial, or supervisory responsibilities. Two years of recent work experience in project design and construction management in a public sector environment is desirable. Licenses and Certificates:Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.Registration as a Professional Engineer or Architect in the State of California is desirable.
