Program Manager, Vehicle Encampment Project

40 hours per week position with benefits. The Encampment Resolution Project will work to resolve 21 vehicle encampments county-wide. The Program Manager will be in charge of this effort, supervising three Project Coordinators and reporting to the Safe Parking Program Director and Homeless Services Director. The goal of the project is to house 150-300 individuals residing in these encampments.

Responsibilities and tasks primarily include:

overall program management;

oversight of daily program, field and encampment operations;

grant oversight;

case management services;

program staff members; and;

some travel to north county to oversee the Lompoc and Santa Maria encampment efforts will be required.

Program management responsibilities include:

coordinating and overseeing program staff activities;

maintaining program and grant compliance, data tracking, reporting and administration;

training and provision of information to other communities beginning Program and;

serving as a conduit between our agency staff and the county-wide community in general.

Additional responsibilities include:

completing presentations regarding the program;

presenting on occasional panels regarding the program/agency/homelessness in general;

planning and coordinating program-wide as well as community-wide meetings and events, and;

overseeing client compliance with program rules and regulations.

General program operations duties include:

attendance and coordinating of internal and external meetings;

preparation and submission of all paperwork and necessary and significant grant and funding reports in an accurate and timely manner to appropriate parties;

track all data, outreach, and financial assistance;

collaborate with other community agencies;

provision of program information to other communities;

participation in the CoC’s Coordinated Entry System (CES), HMIS and Fulcrum;

present and provide information to community members and organizations about the program;

provide updates to the Homeless Services Director and Executive Director as needed.

Additionally, the Program manager also occasionally assumes case management activities working with clients who are homeless and in need of securing traditional, permanent housing. Case management tasks include helping homeless individuals and families living in their vehicles to secure housing and look for available housing/rental units, coordinating housing with landlords, connecting clients with community resources and government and health benefits, establishing and maintaining ongoing relationships with landlords and clients after housing, and developing case plans with clients in order to help them stabilize and resume healthy functioning. The majority of case management activities are limited to oversight being provided to case management staff and stepping in as needed for more urgent or sensitive client needs and situations.

The ideal candidate is administratively oriented and has experience working in a social service setting; has experience as a supervisor or team leader and providing case management activities to the homeless population. He/she should embrace the Housing First approach to helping homeless individuals and families stabilize and return to permanent and traditional housing. As well, the ideal candidate has experience with and knowledge of affordable housing Program such as Section 8 Housing and Emergency Housing Voucher Program. Experience with Fulcrum and HMIS preferred and/or a solid demonstrated ability to use complex software and Microsoft Excel for data collection and reporting is required.

Position Requirements:

The position requires that the Program Manager be an empathic and compassionate listener with solid boundaries and the ability to effectively coordinate and organize the activities of a robust and busy encampment resolution and rapid rehousing program. The Program Manager must have a demonstrated ability to multi-task, coordinate community-wide activities, collaborate with partner agencies, and implement grant/programmatic activities. The position requires initiative, resourcefulness, significant attention to detail, the ability to effectively time manage, be self-directed, and work autonomously. Master’s degree in psychology, social work, or counseling preferred but not required. This is not a clinical position, but some clinical hours may be gained towards licensure and weekly supervision is provided.

Ability to work independently and as part of a multidisciplinary team.

Must have own working transportation with liability insurance to conduct job-related travel.

Must satisfactorily pass the company’s background, DMV and reference check.

Must meet insurance carrier’s requirements for approval to drive.

Bi-lingual a plus but not required.

Work hours are Monday - Friday, 9-5 although there will be some nighttime and weekend hours on occasion to attend community events and/or to manage any off-hour client crises that may arise.

Starting salary range is $66,560 - $70,000 (DOE) with medical and dental benefits provided, 403b participation and match, as well as generous paid time off. Position begins asap. This is not a remote position.
