The City of Goleta invites applicants for Code Compliance Officer to fill one (1) vacancy in the Planning and Environmental Review Department.

Note regarding salary: effective the first pay period of January 2025, the position will receive a base salary increase of 3%.

IDEAL CANDIDATE

The idea candidate will possess excellent customer service and problem solving skills, have appropriate knowledge of applicable ordinances, regulations, and state laws, and the ability to establish and maintain effective working relationships including during potentially volatile situations.

ABOUT THE DEPARTMENT

Code Compliance is a division of the Planning and Environmental Review Department. The purpose of the Code Compliance function is to facilitate a safe and desirable environment by applying applicable zoning and building laws and regulations as suspected violations are reported. Code Compliance addresses a wide range of neighborhood issues from property maintenance issues to unpermitted construction activities. The Code Compliance Officer investigates and prepares reports on potential violations.

While this position is flexible/hybrid, it is expected that employees will be in the office a minimum of two days per week.

EXAMPLES OF DUTIES:

ESSENTIAL JOB FUNCTIONS

The following duties are typical for positions in this classification. Incumbents may not perform all listed job functions, nor are all listed duties necessarily performed by everyone in this class depending upon business need and changing business practices:

- Participates in the development and implementation of programs and procedures designed to achieve code compliance

involving application of related laws, ordinances and regulations;

- Receives and investigates complaints regarding building, zoning, sign, land use, public nuisance, housing, weed

abatement and other City codes and ordinances.

- Prepares case files, conducts investigations, inspections and enforcement actions, including issuance of criminal

citations.

- Prepares cases for legal action and appears in court to present testimony.

- Prepares and directs programs to provide information to residents and businesses regarding codes.

- Coordinates code enforcement activities with other City staff and outside agencies and works in conjunction with other - City departments.

- Prepares and presents resolutions, ordinances and agenda items for City Council consideration.

- Prepares statistical reports involving code enforcement activities.

- Prepares cases for submission to the City Attorney for initiation of legal actions.

- Locates vehicles suspected of being abandoned or creating a public nuisance; takes corrective action.

- Responds to public inquiries; provides information regarding City codes and ordinances.

- Provides vacation and temporary relief as required.

TYPICAL QUALIFICATIONS:

QUALIFICATIONS GUIDELINES

EDUCATION, EXPERIENCE AND TRAINING

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

EDUCATION:

- High school education or equivalent supplemented by specialized courses in code enforcement, construction

inspection, and/or law enforcement.

EXPERIENCE:

- Three years of municipal enforcement experience involving inspections, investigations, code compliance or other

related work with extensive public contact involving enforcement of established standards or requirements.

KNOWLEDGE AND ABILITIES

KNOWLEDGE OF:

- Planning, zoning, building inspection and safety laws and concepts.

- Municipal ordinances and state laws pertaining to assignments.

- Principles of record keeping, case management and reporting.

- Appropriate code enforcement safety precautions and procedures.

- Laws of arrest and court procedures.

- Principles and practices used in dealing with the public.

- Modern office practices, methods, and computers, and computer software including Microsoft Word and Excel.

- Safe driving principles and practices.

ABILITY TO:

- Enforce codes and regulations with firmness and tact, and use common sense and good judgment in assessing

situations.

- Learn, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and

functions.

- Conduct field inspections, ascertain facts and apply appropriate codes.

- Maintain logs, write simple inspection reports and correspondence, and prepare documentation of inspections.

- Respond to inquiries, complaints, and requests for service in a fair, tactful and timely manner.

- Work independently in the absence of supervision.

- Communicate clearly and concisely, both verbally and in writing.

- Understand, interpret and follow verbal written instructions.

- Establish and maintain professional and cooperative working relationships with those contacted in the course of work.

- Operate a vehicle observing legal and defensive driving practices.

- Operate a computer and other relative office equipment.

SPECIAL REQUIREMENTS

- Possession of a valid Class "C" California driver's license and a satisfactory driving record.

- Possession of a PC 832 certificate.

- Completion of basic P.O.S.T., Code Compliance certification within one year of employment.

- Vision: Vision sufficient to read small print, computer screens, and printed documents, and to operate assigned

equipment.

- Hearing: Incumbents are required to hear in the normal audio range with or without correction.

- Environment: Ability to be exposed to inclement weather and conditions including cold, heat, noise, outdoors, dust,

vibrations, and/or chemicals.

- Other factors: Incumbents may be required to work extended hours including evenings and weekends. Incumbents will

be required to travel to different sites and locations; and be available for overtime duty.
