Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located at the Maui Research and Technology Park, Kihei on the island of Maui. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $15,000 - $21,000/Mon.

DUTIES: As the deputy to the Executive Director (ED) and a member of the PDC Executive Management Team (EMT), the Deputy Executive Director (DED) is responsible for the operational well-being, strategic planning, execution, monitoring and supervision across the entire range of programs and activities at the Center. Responsible for program/business development, including concept development, funding opportunity exploration, teaming, proposal development, and tracking. Responsible for the representation of the Center to external audiences, domestic and international, including outreach and briefing to sponsors, constituents, clients, partners, and general public as well as providing guidance on client support program for messaging to staff and development of promotional material, briefings, etc. Responsible for program/project execution monitoring including organizing and executing regular program and project reviews, and serving as Project Director on critical projects at the Center. Assists the ED in enforcing policies and procedures in developing strategic and operational plans, and in providing guidance, leadership, and direction to the staff, for effective/efficient execution. Hires, trains, develops, and supervises staff that may include twenty (20) or more employees and contractors. Inputs, reviews, and approves HR Portal transactions, including eTimesheets on behalf of or in the absence of the Principal Investigator (PI) with the PI’s concurrence. Advises the ED on technical/scientific areas within the DED’s area of expertise. Acts as the acting ED when the ED is unavailable.

PRIMARY QUALIFICATIONS:

EDUCATION Master’s Degree from an accredited college or university in Science, Engineering, or Business Management, or related field.

EXPERIENCE At least fifteen (15) years of progressively responsible experience in a lead technical role, including ten (10) or more years of experience in a supervisory/leadership capacity. Experience in developing and implementing international programs that deliver disaster management solutions, products and/or services to clients.

KNOWLEDGE Proficient in the application of information, science and technology in support of disaster management/disaster risk reduction/humanitarian assistance activities.

ABILITIES & SKILLS Strong professional leadership and team-building abilities, and excellent written and oral communication skills. Strong customer relations and communication skills for constructing and disseminating strategic vision and implementation plans. Strong computer skills including use of word-processing, database, spreadsheet software, and the internet. Possesses strong attention to detail and ability to meet numerous deadlines. Post Offer/Employment Condition: Must be able to obtain a Department of Defense (DoD) security clearance. Applicants selected may be subject to a Government security investigation and must meet eligibility requirements for access to classified information. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS Extended domestic and foreign travel is required.

POLICY/REGULATORY REQUIREMENT As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. SECONDARY QUALIFICATIONS:

Background in government research funding and program management. Experience with DoD programs and policies. Previous experience in Disaster Management support services. Understanding of Geographic Information System (GIS) data and applications, Integrated Transaction Control (ITC) systems, scientific modeling and software development processes.
