Our employees are not only part of history, they're making history.Northrop Grumman Aeronautics Systems has an opening for a Level 2 or a Level 3 Cost Estimating Analyst to join our team of qualified, diverse individuals within our Business Management organization. This role is located in our San Diego office.This team member will develop, plan and schedule proposals; compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications; and coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments. The selected candidate will research and analyze historical data, develop cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Will participate in should-cost and pricing reviews with management and customer representatives, and participate as a member of the contract negotiating team.Essential Functions:

This role will be a key member of proposal teams that support a variety of proposal activities (Firm Proposals, Rough Order of Magnitude (ROMs), pricing exercises) to meet program goals

Candidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members

They will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment

Develops, plans and schedules proposals

Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications

Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments

Researches and analyzes historical data, develops cost models to support proposal efforts

Coordinates activities and participates in fact-finding meetings

Participates in should-cost and pricing reviews with management and customer representatives

Participates as a member of the contract negotiating team

This opening can be filled at either the Level 2 (Cost Estimating Analyst) or Level 3 (Principal Cost Estimating Analyst) depending upon candidate experience and qualifications.​Basic Qualifications for a Cost Estimating Analyst (Level 2):

Bachelor’s Degree from an accredited university and 3 years of experience in Pricing & Estimating, Business Management, Contract Management, or Proposal experience; OR a Master's Degree with 1 year of stated experience

Must be able to obtain and maintain a DoD Secret Clerance

​Basic Qualifications for a Principal Cost Estimating Analyst (Level 3):

Bachelor’s Degree from an accredited university and 6 years of experience in Pricing & Estimating, Business Management, Contract Management, or Proposal experience; OR a Master's Degree with 4 years of stated experience

Must be able to obtain and maintain a DoD Secret Clerance

Preferred Qualifications:

Experience working within Proposals

Experience working with Basis of Estimate (BOE) and analyzing BOE quality

Experience pulling data from 1ERP systems (SAP, MES)

Experience with Excel Pivot Tables, VBA coding and Macros

Experience with parametric modeling (such as SEER-SIM, PRICE True Planning, etc.)

Proficient in using ProPricer

Experience conducting cost analysis and risk modeling

Excellent oral and written communication skills

Ability to effectively manage competing priorities and deadlines

Ability to handle multiple tasks in a fast-paced environment

Excellent problem solving and organizational skills

Ability to obtain a DoD Secret or Top Secret/SCI level security clearance, to include a Single Scope Background Investigation, a periodic reinvestigation, or an original adjudication date completed within the last 6 years

Salary Range: $72,100 - $108,100Salary Range 2: $88,700 - $133,100The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
