Ensures that services are of the best quality, are cost contained and are carried out in an expeditious manner. This position requires the full understanding and active participation in fulfilling the Mission of the Organization. Plans and forecasts department budgets including calculating FTE's operating budget planning; capital planning; interpreting financial reports from payroll & accounts payable; and interpreting productivity reports
Manages human resources including knowledge of union contract; employee wage structure; and employee benefits
Supports the workers' comp program as specified by the organization, including the Injury and Illness Prevention Program
Maintains department staffing and scheduling including position control, planning staff schedules and attendance control procedures
Analyzes budget variances including submitting correction action plans for budget, overtime, and productivity variances, and analyzing variances from monthly department responsibility reports
Identifies critical success factors for department including departmental goal development; manager goad development and customer service models for department
Selects and maintains competent personnel by reviewing and revising job descriptions and competencies; evaluating employees' competencies; tracking compliance with credentialing standards and mandatory education; submitting employee provisional and annual appraisals in a timely manner
Participates in performance improvement by demonstrating knowledge of the performance improvement process, critical performance initiatives; patient satisfaction initiatives and customer concern process
Knowledge about regulatory requirements including Joint Commission and CMS standards; California DHS requirements; OSHA guidelines; Sentinel Events; FMEA and root cause analysis
Communicates effectively with immediate Director, CFO and hospital President as well as with interdepartmental peers and staff
Knowledgeable about coaching strategies, keeps current coaching trends; conducts staff interviews to coach and develop employees
Assists with selection and development and/or implementation of equipment and new tests based on physician requests, hospital needs and regulatory requirements
Is knowledgeable of the discipline process and grievance procedure as outlines in the union contract and counsels and disciplines employees appropriately
Identifies educational needs of self and department employees and works with Education Department and other available resources to provide educational opportunities for self and employees
Develops practice standards and departmental performance indicators and reports data and analysis appropriately
Knowledge of data sources available including Ceridian; Allegra; Visionware; Care Data; and CHW Connect
Maintains contact with attending physicians and Lab Pathologists to solicit appropriate input; identified problems are addressed in a timely manner
Responsible for renewal and maintenance of CA (DHS) licensure; CLIA Certificate of Accreditation and Joint Commission Accreditation
Responsible for the laboratory enrollment in an approved proficiency testing program for all tests performed in the hospital
Developing IC policies and procedures.
Developing education programs related to infection control
Participating as an active member of appropriate committees, including Infection Prevention & Control and Environment of Care Committee

QualificationsExperience:
Five years experience as a clinical laboratory technologist and/or must have demonstrated the ability to supervise and instruct laboratory personnel.
Ability to read work product of others, computer/monitor screens, computer printouts.
High level of concentration and attention to detail.
Education:
Bachelor's Degree
Licensure:
Clinical Laboratory Scientist (CLS) required
Special Skills:Must have demonstrated technical organizational knowledge in all areas of the laboratory. Must have demonstrated above average judgment in handling personnel issues and technical solutions across all laboratory areas Must possess a high level of problem solving skills and the ability to work and communicate effectively. Able to perform mathematical calculations. Able to work with a team and prioritize work. Able to interact appropriately with others Must be computer literate Must be a good leader, teacher and coach.
