OVERVIEW

Web Services and SRL e-Services are critical components of the Digital Courts Unit. The Web Services Supervisor oversees the day-to-day operations of the web services team. We are seeking a highly skilled and experienced Web Team Supervisor to join our dynamic team. The Supervisor will be responsible for leading a team Application Developers and Business Systems Analyst in creating and maintaining high quality websites and web applications. This role requires strong leadership abilities, excellent technical expertise and communication skills and a passion for driving innovation and excellence in web development. The Web Services Supervisor will collaborate closely with cross-functional teams to achieve organizational goals and objectives.

Receiving only broad guidance, this Information Systems Supervisor II position is critical to providing supervision and guidance supporting the Judicial Council, its partners, and trial court websites and oversees the ongoing implementation, maintenance, and continuous improvement of these key web technologies. The Supervisor will provide guidance and assist with the strategic supervision of the web services unit, allocation of resources, prioritization of tasks, and liaison with stakeholders. The position will work closely with the Digital Courts Manager and Principal Manager along with JCIT executive management in establishing the policies and procedures, including visual design, Web Accessibility, short-term and long-term goals regarding dashboards and analytics, and providing agency-wide standards for the web. The position oversees six analysts, four, Five Application Developers, Project Manager and contractors. The position will work closely with the other supervisors of the Digital Courts Unit and the Digital Court Manager in ensuring that the objectives of promoting the Digital Courts as identified in the Information Technology strategic and tactical plan are met.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; Hybrid work options for employees who live in areas surrounding these locations may be considered.

RESPONSIBILITIES

Lead and manage a team of web developers and designers, providing guidance, mentorship, and support to ensure successful project delivery.

Oversee web projects' planning, development, and implementation, ensuring they are completed on time and within budget.

Collaborate with cross-functional teams, including Enterprise Architecture, Other program areas within Digital Courts and JCIT, Security and Project Management Office to define project requirements and objectives.

Develop and implement best practices and standards for web development, including coding, design, and usability.

Stay up to date with the latest trends and technologies in web development and implement innovative solutions to enhance website performance and user experience.

Conduct regular performance evaluations and provide feedback to team members to support their professional growth and development.

Foster a culture of collaboration, creativity, and continuous improvement within the web team.

Administer Discipline for staff as required.

Additional Responsibilities:

Manage the preparation and submission of Requests for Proposals (RFPs) and Requests for Quotations (RFQs) for web development projects, including coordinating with relevant stakeholders and vendors.

Negotiate and manage vendor contracts for web development services, ensuring compliance with budgetary constraints and project requirements.

Develop and maintain budgets for web development projects, tracking expenses and ensuring cost-effective allocation of resources.

Evaluate vendor performance and maintain relationships with external partners to ensure high-quality service delivery and adherence to contractual agreements.

Attend Information Technology project and team meetings, to offer input from a website standpoint. Attend certain technology-related JC Committee meetings and deliver updates or presentations on ongoing Web initiatives and projects.

MINIMUM QUALIFICATIONS

Education and Experience

Bachelor’s degree, preferably in computer science, management information systems or directly related field, and seven (7) years of relevant information technology experience, which includes at least one (1) year of supervisory experience.

An additional four years of professional experience, as noted above, may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Two (2) years in a senior analyst or other level (C43) class, or four (4) years in an analyst or other level (C42) class with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level senior analyst, or four (4) years as an exempt-level analyst, in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.

Desirable Qualifications

Bachelor’s degree in computer science, Web Development, Design, or a related field.

Familiarity with project management methodologies and tools.

Strong communication, interpersonal, and problem-solving skills.

Ability to manage multiple projects simultaneously while maintaining attention to detail.

Knowledge of SEO best practices and web accessibility standards is a plus.

Excellent leadership and team management skills.

Excellent communication, interpersonal, and problem-solving skills.

Prior Experience in a leadership position preferably within a web development team.

Prior experience managing large-scale web projects in a cloud hosting environment is a plus.

Ability to thrive in a fast-paced environment.
