Engineering Technician (Contract Admin)

Summary About the Position: Primary purpose of the position is engineering technician (contract administration); secondary purpose is administrative in nature. The work involves preparing monthly and final contract payment estimates, reporting progress of overall construction, monitoring overall budgetary status of construction, reviewing construction schedules, reviewing modifications, etc. Responsibilities At the GS-06 and GS-07 levels, the duties are developmental in nature leading to the full performance level of GS-08. The duties are described at the GS-08 level. You will perform construction contract administration duties; reviewing and processing contract submittals, requests for information, pay requests and contract modifications. Perform construction contract setup of newly awarded contracts and regular audits of projects in an automated system, assuring data accuracy and quality Perform occasional construction site visits to verify contractor pay estimates, investigate on-site conditions related to contract modifications/disputes, and perform labor interviews. Serve as liaison between District, Area, and Resident Offices, keeping abreast of personnel requirements and providing HR and training information to employees. Serves as timekeeper, Office Training Coordinator, and temporary duty travel coordinator processing related travel orders and vouchers. Serve as alternate hand receipt holder for assigned office property maintaining documentation and conducing annual property inventories. Manage the office Government Purchase Card (GPC) for supplies and services and coordinates purchase actions. Specialized Experience required for GS-06: One year of specialized experience which includes working in an construction engineering environment interpreting drawings, plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Specialized Experience required for GS-07: One year of specialized experience which includes reviewing and processing contract submittals, requests for information, pay requests and contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Specialized Experience required for GS-08: One year of specialized experience which includes conducting contract submittal reviews, contract set-up and maintenance, progress payments, and schedule reviews; experience working with a quality management and contract administration program (such as RMS), This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. This is a Construction, Engineering and Infrastructure Career Field (CF) position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs ARE NOT authorized, based on a determination that a PCS move is not in the Government interest. The duties of this position require the incumbent to complete the required initial training to obtain and maintain a Government Purchase Card (GPC) within 12 months of being appointed. A cardholder's responsibility includes, but is not limited to: screen for mandatory sources; obtain all required pre-purchase approvals; use the card to purchase and or pay for official supplies and services; verify receipt/acceptance of goods or services; maintain receipts and other supporting documentation; review and reconcile all transactions and statements. If selected at the GS-06 or GS-07 level, there is non competitive promotion potential to the GS-08 level. Career ladder promotions to the GS-07 and GS-08 are not guaranteed. An employee can only be promoted when he/she demonstrates ability to work at a higher level, and when the promotion is in line with the agency's authorized ceiling and staffing policies. Additionally, the decision to promote lies with an authorizing official, who makes that determination based on a number of factors.
