Overview:

The Judicial Council of California is accepting applications for a Business Systems Analyst to join the Branch Accounting and Procurement (BAP) office.

The FI Process Support and Reporting Business Systems Analyst reviews and analyzes business and technical requirements, develops risk assessments and alternative solutions, acts as a subject matter expert for SAP Security and user administration, and participates in multiple levels of system and application testing. They maintain security compliance and perform operational support assuring Phoenix operates correctly in accordance with statute, generally accepted accounting principles, government accounting standards related to user and system security, and BAP policies and procedures. They assess and remediate security-related issues related to applicable segregation of duties standards. They provide security analysis and set-up for courts deploying onto the Phoenix Payroll solution in addition to general application and user support for Phoenix Support Services.

The salary range for this classification is $7,294 - $10,942 per month. The hiring salary will be at or around the start of the range depending on experience.

The successful candidate will be expected to work in the San Francisco office; hybrid work options for employees who live in areas surrounding this location may be considered. In San Francisco, the office is only a 7-minute walk from the Civic Center BART station in downtown San Francisco. In Sacramento, the office is located minutes from downtown, just north of Discovery Park.

Responsibilities:

Serve as a point of contact between system users (courts, JCC) and technical staff (e.g. JCIT, court IT, vendors) for court requests, issue analysis, troubleshooting and the resolution processes.

Improve the operational functions of the Phoenix Process Support and Reporting Unit by studying current operations, constructing process designs, developing workflows, and designing modifications to processes such as onboarding new users, troubleshooting complex access issues, and assisting courts and Payroll Services with setting up new organizational management structures.

Manage long-term projects such as converting legacy courts from a model based on user-based security to role-based security.

Perform duties of a subject matter expert and instructor for cross-training new and backup security and support staff.

Design, develop, maintain, and curate the planned customer-facing SharePoint site to provide direct access to courts and BAP.

Minimum Qualifications

Education and Experience:

Bachelor’s degree, and three (3) years of experience providing technical and business process support and analysis for systems/applications. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Three years as a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, with the Judicial Council of California or three years of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Coordinator, or two years as an Associate Analyst in the assigned field, in a California Superior Court or California state-level government entity.

Desirable Qualifications

Knowledge of SAP system concepts and structure

Knowledge of SAP applications such as Materials Management, Workflow, General Ledger, Accounts Payable, Grant Management or Project Systems

Prior experience processing SAP security requests for Finance and Payroll roles, Organizational Management and SAP transactions
