Under general direction of the Director of Behavioral Health Services Division, develops and oversees the infrastructure to support clinical quality and performance improvement for mental health and alcohol and drug programs and consumers. This position is responsible for quality review and compliance in accordance with county policies, state performance contracts and federal rules and regulations. Plans, organizes, assigns and supervises the work of staff in Behavioral Health; organizes, coordinates, evaluates and directs policy development, quality and compliance and utilization review for mental health and alcohol and drug programs; and performs related work as required. This classification is a for cause, exempt position.

DISTINGUISHING CHARACTERISTICS

This is a mid level management classification that is responsible for activities including compliance with internal, state and federal regulations; the provision of high quality, cost-effective client care and the reduction of funding disallowances from funding sources due to improper charting and billing. Compliance monitoring includes Medi-Cal, Mental Health Plan, and other associated state and federal regulations through the utilization review, quality improvement, cultural competency, fiscal operations and medical records programs and activities for all mental health and drug and alcohol programs within the Behavioral Health Services Division.

Examples of Duties

Essential Functions:

Develop, coordinate and manage quality management and regulatory compliance functions.

Oversee and actively guide utilization review, medication monitoring, confidentiality of records and peer review in accordance with federal, state, and local government requirements.

Provide direction to the directors of Behavioral Health Services Division for focused review as it relates to mental health activities.

Work closely with site supervisors and other management staff in developing program policies which meet federal, state, and local government requirements.

Provide lead direction to staff regarding quality assurance programs and expected outcomes.

Prepare and implement the quality improvement work plan and two performance improvement projects.

Plan and implement multi-faceted training for Siskiyou County Behavioral Health employees and contract providers.

Plan for, oversee and respond to annual External Quality Review Organization review, Department of Health Care Services (DHCS) Medi-Cal audits, and other reviews.

Plan and implement ongoing and periodic documentation reviews of Siskiyou County Behavioral Health, and its contract providers.

Participate with internal, external and partner agencies such as the Behavioral Health Services Board regarding compliance issues including regulatory, fiscal, and operational policies.

Attend relevant state and regional meetings.

Assist the directors in developing overall policies and procedures (including quality assurance and compliance) plans for the delivery of behavioral health services; plans schedules, assigns, evaluates, and directs the programs' policies, and procedures; develops and interprets policies and procedures which address program operations; advises staff on the interpretation and application of agency policies and behavioral health laws and regulations; assists the directors with coordination and interpretation of statistical data; oversees the procedures and compliance for proper records maintenance, report preparations and observance of casework standards; evaluates the effectiveness of current behavioral health policies and practices; conducts research and develops long range agency plans; ensures compliance with legal licensing, Medi-Cal requirements; maintains relationships with state agencies and other county departments; prepares reports and correspondence; represents the Behavioral Health Division in a variety of forums; serves as a consultant for community agencies; acts on behalf of the directors in all matters to which assigned.

Federal, state, and local laws and regulations governing behavioral health services and health records

Local, statewide, and national behavioral health delivery systems

Principles, techniques, and practices of effective quality management and utilization review systems

Program planning and development

Information systems and usage including electronic health records

Principles and techniques of effective employee supervision, training, evaluation, and development

Community needs and resources

Desired Skills:

Plan, organize, supervise, and manage policies and procedures for behavioral health programs and services.

Provide direction, supervision, training, and work evaluations for assigned staff.

Develop, organize, analyze, and interpret statistical data.

Develop and implement agency policies and procedures

Develop and maintain effective public relations efforts

Develop and prepare behavioral health statistics, records, and required reports

Communicate effectively orally and in writing, including the preparation of clear, concise narrative reports

Ability to prepare documents on a personal computer with a keyboard speed to adequately meet the agency standards

Effectively represent the Behavioral Health Division in contacts with the public, community organizations, and other government agencies

Establish and maintain cooperative working relationships

Behavioral Health record administration and maintenance

Typical Qualifications

Training and Experience:

Education equivalent to completion of a Bachelor's degree in Public Administration, Business Administration, Health Administration, Economics, Systems Analysis, Finance, Mental Health, Nursing, or a related field.

OR

Minimum of five years of progressively responsible management and/or administrative experience, with two years in a full-time supervisory position.

Special Requirements:

Licensing in the professional area of one's background, e.g. CA State licensed Marriage and Family Therapist, Licensed Clinical Social Worker, Licensed Professional Clinical Counselor, Registered Nurse, Medical Doctor, or Psychologist.

Possession of, or ability to obtain, a valid and appropriate driver's license.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 50 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX. Ability to drive a motorized vehicle.

TYPICAL WORKING CONDITIONS

Work is performed in an office environment; continuous contact with other staff and the public. The incumbent may be required to drive in remote areas of the county in all weather conditions.
