The Sonoma County Department of Health Services (DHS) is seeking an experienced Senior Human Resources Manager with a passion for leadership to join their team and contribute to the department's success through workforce administration and guidance.

Starting salary up to $72.17/hour ($150,627/year) and a competitive total compensation package!

The Department of Health Services is the second largest department in the County of Sonoma, employing a staff of over700 and providing services to promote and safeguard the health and well-being of its community members. The Senior HR Manager reports to the Assistant Director of Health Services and is responsible for administering all aspects of departmental human resources functions by leading and supervising a team of human resource professionals and office support staff working in the following department program areas; employee/labor relations, risk management, recruitment, safety, benefits, leave administration, disability management, workers compensation, training, position management, and payroll. The Senior HR Manager will oversee all HR functions and comply with County and Department policies, ordinances, Civil Service Rules, collective bargaining agreements, and applicable federal, state, and local laws. Additional responsibilities include:

Representing the Department of Health Services on various committees

Meeting with union representatives to discuss employee/labor relations issues

Conducting department personnel investigations and providing HR advice to department managers and supervisors

Working with the DHS executive management team, divisional and administrative managers, and other stakeholders to provide strategic leadership, advice, and consultation to ensure effective and timely action

Working collaboratively and in conjunction with the County's centralized Human Resources Department and County Counsel as appropriate and serving as the HR liaison

The ideal candidate will possess excellent interpersonal skills, strategic thinking abilities, and a thorough understanding of organizational dynamics. They will excel at talent acquisition, employee development, and conflict resolution while fostering a positive workforce culture, high ethical standards, and the ability to make fair and principled HR decisions based on effective business acumen. Additionally, they will possess the following proven competencies and characteristics:

A thorough awareness of labor laws, public sector regulations, and policies to ensure HR practices adhere to federal, state, and local legal standards

Experience managing complicated employee relations issues, and the ability to resolve workplace conflicts and disputes fairly and constructively

Experience in participating in labor negotiations and collaborating with unions
