ORGANIZATIONAL VISION

The Tribal EcoRestoration Alliance (TERA) is a cross-cultural, multi-organizational collaborative that works to revitalize ecology, economy, and culture through indigenous-led stewardship.

The mission of TERA, founded in 2019, is to cultivate land stewardship, livelihood, and leadership skills that weave collaborative relationships between Tribal members and the community at large for the benefit of all lands and beings. Our program goals include:

>Strengthen ties to land and culture

>Connect tribal members with meaningful livelihoods and culturally relevant work in their ancestral territories

>Regenerate local ecology of the North Coast Ranges, and improve resilience to fire

>Build capacity for native voices to play a central role in land stewardship

TERA is a young organization in a dynamic growth phase, and building a team of professionals who are deeply committed to TERA’s vision. Currently, TERA is a fiscally sponsored project of the 501c3 nonprofit Occidental Arts & Ecology Center (OAEC), who provides administrative support for the project as fiscal sponsor. TERA is building capacity and aims to transition towards full independent 501c3 status within the next year.

POSITION SUMMARY

The People & Culture Manager is an intuitive and emotionally intelligent leader, highly skilled with coaching and mentoring diverse teams , and experienced in both setting up and overseeing management of human resources. The People & Culture Manager will help TERA to manage existing personnel systems, while finding ways to improve them, and bottom-lining processes that provide a solid foundation for its growth and professional development. On the administration side, this involves developing and implementing HR policies, managing our Human Resources Information System (HRIS) currently maintained through Google Drive, and tracking employee records. More importantly, the People & Culture Manager will keep a pulse on the overall wellbeing of the organization, facilitating events and activities that promote team cohesion, and provide mentorship and coaching to supervisors that strengthens TERA’s mission of building capacity for Native peoples to steward their ancestral lands. In addition, the People & Culture Manager will manage recruitment for new team members, oversee employee benefit enrollment and annual benefit renewals, and support staff in creating career development plans, as well as l provide soft skills professional development training for the TERA crew.

DUTIES AND RESPONSIBILITIES:

1) Support Leadership & Work Culture: Provide collaborative and supportive personnel management to the Directors of TERA’s programs and partnerships, ensuring the success of the programs

>Support TERA supervisors with regular coaching designed to encourage healthy workplace dynamics and communication flows

>In collaboration with TERA Board and ED, design incentive programs and other reward structures to promote staff development, ecocultural learning, and other avenues for professional advancement

>Develop and recommend policy changes that help align workplace culture and environment with the company values and mission

>Develop recruitment strategies that attracts candidates aligned with TERA’s mission, and work with E.D. to develop job descriptions, then manage the recruitment and interview interviewing of new staff

>Providing coaching to staff to succeed in their roles, as well as communicate and clarify new and existing policies to help mitigate compliance issues

>Work with employees and supervisors to create career development plans

>Prepare and offer ongoing workforce development and professional soft skills trainings to TERA staff

>Facilitate team meetings and check-ins with staff to promote team-cohesion, as well as conduct trainings and surveys to collect data on employee well-being and perspectives

>Collaborate with Program Director to help with professional skills development and education deliverables on TERA projects and grants

>Assist with scheduling job-specific training with supervisors

2) Human Resource Management: Maintain accurate personnel records and provide support to all employees regarding employment and benefit issues.

>Maintain personnel files including application and resume files, leave records, and benefit plan records within HRIS

>Support supervisors by managing performance review schedules and structure, developing performance improvement plans, as well as assisting with compliance issues with direct reports

>Work with the Board to develop and implement new HR policy as needed

>Perform quarterly checks for all staff

>Ensure creation and submission of accurate bi-weekly time sheets and collaborate with Finance Manager to submit on time

>Organize and coordinate annual open enrollment and benefit plan renewals

>Manage onboarding of newly hired employees into the system and orient them to organizational policies, practices and procedures, as well as the offboarding of exiting employees

>Manage onboarding for contractors, trainees, interns, or temporary employees

>Assist employees with employment, leave, and benefit plan questions

>Prepare periodic benefit reports and notify insurance carriers of additions, deletions and changes to plan participant lists

>Other HR duties as assigned by the Executive Director

>As part of TERA’s transition to becoming independent 501(c)3, additional responsibilities for this position include

>Acting as a liaison with brokers to research, identify, and acquire insurance plans, including Workers Comp, Commercial >General Liability, Non-Profit Liability, Business Auto Liability, Directors’ & Officers’ Liability, and Property Insurance(s)

>Research, identify and acquire a competitive health insurance, life insurance and 401(k) plan for full-time TERA Staff benefits

PROFESSIONAL QUALIFICATIONS:

Minimum Qualifications:

>AA Degree in Communications, Business Administration, or a related field OR relevant work experience.

>7-10 years experience in human resources management or an equivalent combination of education, training, and experience.

>Familiar with labor and personnel laws and practices.

>Proficiency and flexibility with office technology including PC’s, smartphones, digital camera, conference calls, >Microsoft office suite and web-based applications.

>Patient, personable and approachable. Able to work with diverse people, build and maintain strong working relationships with both internal and external partners.

>Highly self-motivated with the ability to work independently.

>Able to develop and follow a prioritized plan of work, set and keep deadlines and work on multiple projects concurrently.

>Ability to exercise good judgment and be responsive to time sensitive organizational priorities and competing demands.

>Strong communication skills with the ability to listen well, and write and speak effectively.

>Collaborative leadership; able to contribute to a high functioning team environment.

>Ability to manage and disseminate information accurately and effectively.

Preferred Qualifications:

>Experience working within Tribes or Native-led organizations

>Professional lens of increasing equity, diversity, and inclusion within teams

>Experience with resolving conflict and mediation strategies

>Any human resources certification
