Senior Project Manager – Information Management PMO – Long Beach

Sierra Cybernetics is seeking a highly experienced Senior Project Manager to work for us supporting our Port of Long Beach client to lead business application and technology-driven initiatives.

This position requires 15+ years of experience in IT, project management, and successful project delivery.

Key responsibilities include developing project charters and plans, facilitating meetings, tracking project status, managing risks and issues, coordinating with vendors and POLB teams, and preparing executive status updates. Also creating project deliverables and analyzing business requirements and system design, as needed.

You must actively structure and drive projects forward while solving problems along the way which go beyond schedule tracking by engaging in business analysis, risk management, stakeholder alignment, vendor coordination.

The ideal candidate is comfortable bridging business and IT, ensuring business needs and technical feasibility align. They should be highly adaptable, able to step into any project, create structure, and drive execution.

The position is expected to be approximately 9+ months or longer assignment. Remote position during Pacific Time Zone hours but must be able to travel to Long Beach for on-site meetings, training sessions, and workshops as needed.

Required Knowledge and Experience

10-15 years of project management experience, with a strong background in business applications, system upgrades, and enterprise IT initiatives.

Proven ability to manage both business and IT projects from initiation through closure.

Strong problem-solving, analytical, and communication skills, with experience creating and presenting executive-level communications.

Ability to step into a business analyst role as needed—gathering requirements, mapping workflows, and aligning business needs with technical solutions.

Experience managing vendor contracts, licensing agreements, external service providers.

Strong understanding of project management methodologies, best practices, and structured PMO frameworks.

Experience leading change management and process improvement initiatives.

Strong understanding of SDLC processes, IT governance, and risk management.

Experience managing both custom and packaged software solutions, including system integration (requirements, design, testing, and implementation).

Demonstrated ability to work in a team environment, effectively collaborating with technical and nontechnical stakeholders.

Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, MS Project, Teams, Visio, and SharePoint.

Desired Skills, Education, and Certifications

PMP certification preferred.

Ability to handle ambiguity and make decisions and recommendations with limited data.

Strong problem-solving, analytical, and organizational skills, with the ability to identify solutions to complex problems.

Effective verbal and written communication skills.

Experience working in both structured and unstructured project environments, bringing clarity where needed.

Experience in government or large enterprise environments is beneficial.

Knowledge of both theoretical and practical aspects of project management.

Experience with project management techniques and tools.

Proven experience in people management, risk management, and issue management.

Ability to manage stressful situations, delegate tasks, and facilitate collaboration.

ITIL certification or experience with IT Service Management (ITSM) is a plus.

Bachelor’s degree in Computer Science, IT, Management Information Systems, or equivalent.

Strong preference for consulting experience.

Duties and Responsibilities

1. Lead Change Management Efforts

Develop and execute change management strategies to drive adoption and minimize disruption for new systems, business processes, and organizational initiatives.

Conduct change impact analyses to identify all people, process, and technology changes which will form the basis for the change management plans to support all impacted stakeholders.

Assess organizational readiness and resistance to change, proactively identifying risks and mitigation strategies.

Create tailored stakeholder engagement plans, ensuring effective communication and alignment across departments.

2. Stakeholder Engagement & Communication

Develop communication plans and messaging frameworks for different stakeholder groups.

Work closely with department leadership, managers, and frontline staff to ensure a smooth transition during technology implementations and operational changes.

Provide executive-level updates and recommendations on change adoption progress.

3. Training & End-User Adoption Support

Design/facilitate training programs, hands-on workshops, job aids, knowledge transfer sessions.

Ensure training materials are aligned with end-user needs, helping teams build confidence in new tools, workflows, or new ways of working.

4. Governance & Business Process Alignment

Ensure change efforts align with existing governance structures and business processes to prevent misalignment or inefficiencies.

Assist in refining policies and workflows impacted by new technology implementations or organizational changes.

5. Strategic Program Management & HR Process Leadership

Lead high-priority enterprise initiatives that require cross-functional coordination.

Work with HR, divisional leadership, and IM teams to define and document key organizational processes, ensuring alignment across stakeholders.

Support efforts related to employee onboarding/offboarding, process standardization, and enterprise-wide operational improvements.

Develop and maintain business cases, governance frameworks, and implementation roadmaps to support executive decision-making.

Provide insights and best practices based on previous experience with enterprise systems, time recording systems, CRM platforms, ITSM tools, and cloud-based applications, ensuring alignment between technology solutions and business needs.

Support business teams in defining clear business requirements to ensure technology solutions are designed and implemented effectively.

6. Project & Program Oversight

Serve as Project Manager for key initiatives where structured oversight is required and where change management or knowledge of Human Resources play a significant role.

Develop governance models to track progress, risks, and decision-making across multistakeholder initiatives.

Facilitate cross-divisional collaboration, ensuring alignment between operational, administrative, and IM teams.
