Well known non-profit agency serving the homeless community is looking for a Drug & Alcohol (SUD) Program Manager Summary Under the direction of the Senior Substance Use Disorder (SUD) Manager, the Drug Medi-Cal Program Manager is responsible for the programmatic and contract tasks associated with Drug Medical (DMC) programs, Recovery Bridge Housing (RBH), Contingency Management – Recovery Incentives (CM-RI) program, and FDDC. This position will be responsible for supervising all services provided by the SUD direct service staff. This position will foster a collaborative and coordinated approach with subcontracted staff to the delivery of SUD and collateral services as needed. The Drug Medi-Cal Manager will also plan, track, measure, and report on the status of SUD program operations while overseeing Sage/PCNX authorization requests and supporting documentation to ensure clients meet DMC eligibility criteria and receive payment from LA County’s Department of Public Health- Substance Abuse Prevention and Control (SAPC). The Drug Medi-Cal Manager will also collaborate with different treatment providers for the submission of needed documentation, ensuring the clients concurrent enrollment in Outpatient, Intensive Outpatient, Opiate Treatment Programs, and Withdrawal Management treatment. Essential Functions

Oversight of invoicing and billing for DMC, CM-RI, FDDC, and RBH

Supervise day to day programmatic task and adherence to protocols and procedures for all SUD programs (DMC, FDDC, CM-RI and RBH)

Developed tracking mechanisms for all SUD programs to assure program fidelity and quality assurance

Maximize contractual goals and revenue

Provide direct administrative and clinical support and supervision to all SUD staff

Responsible for ensuring that Service Bed Availability Tool (SBAT) is updated daily for DMC and RBH availability

Facilitate internal referrals and/or appointments within the agency and coordinate services with other agency programs

Manage coordination of SUD services, staff and subcontractor for RBH placements

Develop and maintain systematic process to monitor RBH placements, lengths of stay and exit

Provide quality control duties to ensure required documentation is accurate and up to date on SAGE and HMIS

Develop and coordinate reports and statistical data to reflect program outcomes; and use it to inform process improvements as necessary

Implement and monitor quality improvement process for clinical services

Create and manage protocol and procedures for Narcan implementation, training and field safety practices

Coordinate with internal departments and external providers for MAT services

Monitor all crisis intervention efforts and track all incident reports.

Identify and implement program enhancement opportunities

Oversee contract compliance and submissions of SAGE authorizations

Responsible for ensuring seamless client and process flows and a high level of customer service

Coordination efforts with indirect funding streams including, but not limited to, General Relief, Department of Children and Family Services (DCFS), Cal-WORKS, LA County Probation Department (AB 109), LA Superior Court (PC 1210), and LA County Department of Public Social Services

This position will work with SAPC partners, subcontractors, community agencies and SPA 6 Providers.

Must attend provider meetings, SAPC related meetings, staff development and staff training

Responsible for convening, coordinating and facilitating provider meetings, weekly staff meetings and necessary DMC, RBH, CM-RI and FDDC related in-service trainings

Conduct quarterly, at minimum, subcontractor site visits and document/work with them to resolve identified issues

Must be familiar with Addiction Severity Index and how to interpret results.

Must be familiar with substance use disorder continuum of care model and 12 core competencies of addiction counseling

Responsible for supervising and coordinating SUD (all Level of care) and Mental Health services, some programs consisting of a multiple–level system, which increases with duration and intensity depending on the assesses severity of a client.

Will provide county authorized process and outcome evaluations.

Conduct ASAM Screening

Approve ASAM assessment, treatment plan and progress notes in SAGE PCNX.

Coordinate with billing and administration department to submit up-to-date and accurate documentation in a timely manner

Provide individual, group, family crisis intervention, and collateral counseling in accordance with the client needs, when necessary

Provide education on HIV/AIDS, when necessary

Ensure timely submission of all reports due weekly, monthly and quarterly to the funder, SSG’s accountant, several web-based computer systems, etc.

Responsible for ongoing quality assurance and audit preparation; addressing audit findings and implementing corrective action plans.

Maintain up to date and accurate documentation in client files i.e. progress notes, counselor supervision notes

Monitor staff compliance in administering the ASAM Screening, Case Conference, and Progress Notes

Research, implement and adapt the usage of approved Best, Promising or Evidence-Based Practices

Recruit, train, supervise and manage student interns in conjunction with the SA Treatment Supervisor/Coordinator

Represent the Agency in a professional manner at meetings and community events

Secondary Functions

Maintain files/records on client services in compliance with HIPPA, 42 CFR Part 2 and other funding requirements for auditing purposes

Perform other duties as assigned by supervisor or Division Director

Experience, Education, Skills and Abilities:

Licensed Practitioner in good standing with the appropriate California oversight board (Physician, Nurse Practitioner, Physician Assistant, Registered Nurse, Registered Pharmacist, Licensed Clinical Psychologist, Licensed Clinical Social Worker, Licensed Professional Clinical Counselor, Licensed Marriage and Family Therapist, Licensed-Eligible LPHA: Working under the supervision of a licensed clinician)

Management experience

Working knowledge of policies and procedures of LA County Department of Public Health- Substance Abuse Prevention and Control (SAPC)

Ability to work with clients from diverse cultural, ethnic and socio-economic backgrounds

Ability to communicate effectively, both written and orally

Demonstrated knowledge of core competencies of Substance Abuse Counselor/Clinician and outpatient treatment services

Experience facilitating Substance Use groups

Ability to organize and manage multiple priorities

Proficient in Microsoft Word, Excel, PowerPoint, Internet, Email

Alcohol and drug prevention, screening, assessment, intervention, treatment, aftercare

Experience developing budgets and monitoring expenses

Excellent written and verbal communication; good listener; good with numbers; people person

Desirable proficiency in SAPC staff hours and budgets; Knowledge of various community-based treatment providers is desirable

Supervisory Responsibilities

This person is responsible for supervising day-to-day operations of Drug Medi-Cal and Recovery Bridge Housing Program staff (4 and growing).

Environmental Conditions (Working Conditions)

May be exposed to aggressive clients: must work in conjunction with other collaborative staff members; communicate with many sources including courts, Los Angeles County Department of Probation, Department of Children and Family Services and other community agencies. Some evenings and weekends may be required. Local automobile travel may be required. There is some responsibility to work in noisy environments where adults are free to talk loud and expressive; must be able to work effectively and produce quality work under pressure.

Mental Requirements

Must be able to handle multiple tasks; constant distractions; ongoing deadlines; interruptions, uncontrollable changes in priorities/work schedules; budgetary cuts and reductions; staff changes and reductions; be able to process volumes of information, think, and conceptualize and transfer knowledge on best practices for Substance Abuse Assessments and treatment.
