The Department of Mental Health is seeking qualified candidates to fill emergency Chief, Accounting Division, Mental Health vacancy related to the homelessness crisis.Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.Before the end of your initial work period, you will be assessed on your work performance. DEFINITION:Directs the activities of the Accounting Division in the Financial Services Bureau in the Department of Mental Health.CLASSIFICATION STANDARDS:The one position in this classification works under the direction of the Departmental Finance Manager III and is responsible, through subordinate accounting officers and other supervisory staff, for the administration and direction of the Accounting Division in the Department of Mental Health. The incumbent must possess a specialized knowledge of accounting and accounting systems necessary for the planning, development, and revision of processing systems, a knowledge of the principles of supervision and management, and an understanding of mental health funding sources and treatment delivery systems.Essential Job FunctionsPlans, assigns, directs, and evaluates the work of accounting operations of the department through subordinate staff.Records and analyzes all financial transactions for the Department of Mental Health and develops and issues managerial reports regarding financial operations.Advises management concerning the accounting and financial implications of existing and projected departmental operations including those falling under Short-Doyle, Medi-Cal, and categorical funded programs.Formulates and implements division policies, standards, and procedures in compliance with Federal, State, and County laws, statutes, and regulations.Has responsibility for effective and efficient internal control systems, trust accountings, active collection programs, and timely and accurate payments.Consults with County Counsel concerning contracts, vendor payments, legal interpretations, and legal compliance.Reviews and assists with the development of mental health service agreements and contract language to ensure provisions are consistent with complex mental health funding policies, mandates, laws, regulations, and County fiscal policies and procedures.Analyzes and interprets accounting provisions of laws and regulations and recommends methods for compliance within the context of mental health operations.Responsible for the establishment of accruals and the reporting of financial disclosures at fiscal year end.Represents the Department as assigned with the State, other funding agencies, representatives of government, business and community organizations, the public, and other County departments.RequirementsMINIMUM REQUIREMENTS:TRAINING AND EXPERIENCE:Graduation from an accredited college or university with twenty-one units of accounting including at least two courses in cost accounting, governmental accounting, auditing, or equivalent accounting education-AND-Two years of professional accounting or auditing experience at the level of Los Angeles County's class of Accounting Officer II or higher.Applicants must meet the above requirement at the time of filing in order to be appointed to fill any vacancies related to this recruitment.
