DescriptionThe Project Director leads the UCLA Area Service Center (ASC) which is part of the CA Newborn Screening (NBS) Program administered by the Genetic Disease Screening Program (GDSP) in the CA Dept of Public Health. Executes the Scope of Work in the State contract and assumes responsibilities for contract deliverables: completion of referral follow-up with appropriate documentation, submission of various reports, coordination of NBS practice with providers in the community (facilities and small groups/individuals) to comply with the State Regulations and provides technical consultation and educational support. Develops or implements quality assurance practice with ongoing monitoring and evaluation of various processes with NBS providers. Supervises staff (hires, trains, motivates, evaluates & discipline staff). Ensures competency by providing necessary training. Plans and oversees budget and contract agreement with the University representatives. Facilitates and oversees the planning process for the UCLA ASC. Develops curricula for training of providers and defines objectives for presentations. Provides back-up for the team and participates in weekend and holiday on call coverage. Provides quality review of data related to NBS activities. Promotes families' access to clinical care and collaborates with special care centers and other agencies in the provision of care. Participates in projects or assignments as identified by the GDSP staff.QualificationsREQUIRED:Bachelor's degree in nursing and a master's degree in a health related fieldActive and valid California license to practice nursingWork experience that includes a minimum of 2 years in pediatric, maternal/child health, neonatal or public health and a minimum of 2 years in program planning and administration, supervision, and development and/or implementation of educational programs.Or Bachelor's degree in nursing with at least 2 years of experience as a full-time Coordinator for the CA NBS Program and at least 2 years experience in program planning and administration, supervision, and development and/or implementation of educational programs.Excellent interpersonal skills to interact effectively with physicians, parents, hospital staff, State administrative staff & community representatives with diplomacy, discretion and sensitivity, respecting the confidentiality of the situation.Ability to establish and maintain effective working relationships with staff and facultyCommunication skills both oral and written to obtain and convey information to individuals at various organizational levels, and from various educational and ethnic backgrounds.Skill in maintaining adequate documentation and records in a narrative or statistical form with the ability to focus on the detail of the information.Ability to set priorities which accurately reflect the relative importance of job responsibilitiesAbility to complete assignments and meet deadlines within the context of heavy workload with interruptions and changing priorities.Ability to work independently with self initiativeHigh level of competency in operating personal computer (IBM compatible) for a variety of functions: word processing, creating reports with spreadsheets, graphs or tables, data entry in various systems, designing tracking procedures, etc.Expert working knowledge of Windows 7 and Office Suite 2010 that includes Word, Excel, PowerPoint and AccessKnowledgeable about genetics, endocrine and hemoglobin disorders in pediatric population, cystic fibrosis or severe combined immunodeficiency or public health programsWorking knowledge about the theory and principles of quality managementWorking knowledge about financial reports, invoicing, and budget planningAbility to demonstrate leadership, team building, and supervision of staffAbility to maintain confidentiality of patient information as required by HIPAA and acts as liaison to the University Compliance Office.Knowledgeable about diverse cultures (linguistic, ethnic, historical, and social aspects) and is able to demonstrate cultural sensitivity and competency.Ability to participate in on call schedule for weekends and holidaysAbility to travel to site visits in assigned area and to attend State meetings in Richmond, CAwith overnight stays as neededAbility to develop educational materials and to provide training using adult learning principlesUCLA Health welcomes all individuals, without regard to race, sex, sexual orientation, gender identity, religion, national origin or disabilities, and we proudly look to each person’s unique achievements and experiences to further set us apart.
