This opportunity resides within the construction management services division of Defender Contracting & Construction (Defender), supporting the U.S. Army's National Training Center (NTC) at Ft. Irwin, California. Defender supports mission-critical facility sustainment, repairs, and improvements that directly contribute to the readiness and training of America’s warfighters.

About the Contracting Environment at Ft Irwin: Defender has a long-standing presence at Ft. Irwin and surrounding installations. We support the execution of high-volume construction task orders under IDIQ and JOC-type contracts. Our work ranges from vertical renovations and building envelope improvements to civil, utility, and infrastructure upgrades. Projects often require quick mobilization, design-build coordination, and alignment with the evolving training schedules and priorities of the U.S. Army.
What We Are Looking For: We are seeking a highly experienced, self-motivated Construction Project Manager to join our team on-site at Ft. Irwin. This role involves managing multiple multi-trade construction projects under JOC, MATOC, or similar task-order contracts, with projects ranging from $25,000 to $2,000,000 in size. The ideal candidate is experienced in federal construction, subcontractor management, and government communications and thrives in a remote, fast-paced, and highly coordinated environment.
Key Responsibilities:
Manage multiple construction projects from start to closeout, ensuring scope, schedule, and compliance with federal standards with full ownership.
Attend pre-proposal site visits and develop site notes and scopes of work
Develop and refine estimates in collaboration with estimating team using RSMeans & E4Clicks
Negotiate scope and pricing with government representatives and subcontractors
Perform project buyout and award subcontracts/trade packages
Lead project meetings, coordinate RFIs, submittals, and ensure contract deliverables are met
Track project performance using Procore and other tools
Provide project status reports to company leadership and government POCs
Ensure all safety, quality, and performance standards are upheld
Coordinate with government stakeholders, DPW/COE, and inspection teams throughout the project lifecycle
Qualifications:
5+ years of experience managing construction projects at the PM level
Ability to obtain access to Ft. Irwin (background check required)
Strong communication and subcontractor management skills
Experience with Procore or similar project management tools
Understanding of DoD construction environments and contracting language
Must be legally authorized to work in the U.S. without sponsorship
Bonus Points for Having:
5+ years in federal construction, including JOC, SABER, MACC, or MATOC
Previous experience at Ft. Irwin or remote military installations
Knowledge of DoD, UFC, and EM 385-1-1 standards
Familiarity with CSI Divisions 01–48
