We are seeking a dynamic and experienced Human Resources Executive to lead our HR operations, shaping policies that empower our workforce and enhance municipal services.Position Overview:The Human Resources Executive will oversee all HR functions, including recruitment, employee relations, benefits administration, labor negotiations, compliance, and training & development. The ideal candidate will have a deep understanding of public sector HR practices, employment laws, and labor relations, along with a passion for building a positive workplace culture.Key Responsibilities:
Develop and implement HR policies, procedures, and strategies aligned with municipal goals.
Oversee recruitment, hiring, and onboarding processes to attract and retain top talent.
Ensure compliance with federal, state, and local labor laws and regulations.
Manage labor relations, including contract negotiations and dispute resolutions with unions and employee associations.
Administer employee benefits programs, performance evaluations, and training initiatives.
Promote diversity, equity, and inclusion within the workforce.
Advise senior leadership on HR best practices and workforce planning.
Address employee concerns, handle workplace investigations, and ensure a safe and productive work environment.
Requirements
Qualifications:
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field (Master’s degree preferred).
Minimum of 7 years of progressive HR experience, with at least 3 years in a leadership role.
Experience in municipal or government HR management preferred.
Knowledge of California labor laws, public sector employment practices, and collective bargaining.
Strong leadership, communication, and problem-solving skills.
Ability to handle sensitive and confidential matters with integrity and professionalism.
HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) is a plus.
