POSITION SUMMARY: Manages accounting staff, overseeing internal controls, sets financial goals, develops financial budgets, conducts feasibility studies, monitors cash flow and evaluates investments.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Responsible for the daily accounting and audit functions for the Tribal Government

Manages compliance requirements with regard to Federal grants and contracts

Develop and implement accounting and audit policy and procedure

Works with Accounting Manager in overseeing payroll, accounts payable, accounts receivable, revenue and general ledger

Audit grant, contract and Tribal expenditures

Manages the process of developing annual tribal wide and departmental financial budgets

Works with department managers and Treasurer in monitoring expenditures and department budgets.

Prepare detailed financial reports and attend Tribal Council meetings

Overseeing annual insurance renewals and other contracts

Conducts feasibility studies.

Evaluate and monitor financial investments.

Create and maintain working relationships with service providers including financial institutions.

Establish and maintain a training program to assist finance staff in their career growth.

Create and maintain a strong team spirit within the Finance Department.

Other duties may be assigned.

AUTHORITY/SUPERVISORY RESPONSIBILITIES: Manages Finance Department staff.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Experience in preparing budgets, revenue projections, reports and statistics.

Computer literate in a variety of programs including (Sage Accounting Software)

EDUCATION/EXPERIENCE:

Must have a Bachelor’s degree in: Accounting or related field.

o Master’s in Business Administration preferred, but not required.

Must have 10 years of related experience in the field of accounting/finance that demonstrates growing levels of responsibility.

Must have 5 years of managerial and supervisory experience.

CERTIFICATES, LICENSES, REGISTRATIONS:

Shall possess a valid driver's license and be insurable by agencies insurance.

Must provide or obtain CPR & First Aide certification within three (3) months of hire.

CPA, CMA or similar accounting certification preferred, but not required.

Must be able to pass a criminal background/fingerprint check and be bondable.

COMPUTER OPERATIONS

Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.

LANGUAGE SKILLS:

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.

REASONING ABILITY:

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

OTHER SKILLS AND ABILITIES:

Ability to operate standard office equipment (copier, fax, etc.).

Must be able to work with American Indian people and be sensitive to their culture.

Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.

Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.

Provide leadership to others through example and sharing of knowledge/skill.

Must be able to work all shifts, weekends, holidays & special events as needed.

Must be willing to work well with a variety of people in a fast pace, stressful work environment while meeting deadlines.

Ability to manage government grants, contracts, and programs.

Proficient writing, grammar and punctuation skills.
