HUMAN RESOURCES TECHNICIAN
Job Summary
Under the supervision of the Executive Director of Human Resources and general direction from the Human Resources Analysts, performs technical and confidential administrative support for all facets of the personnel functions related to, including but not limited to: recruitment, examination, employment, compensation and benefits, training, safety programs, and employee/employer labor relations.
Essential Functions and Responsibilities: The list of essential functions and physical requirements is not exhaustive and may be supplemented, as necessary. Not all functions may be performed by the incumbent.
1.
Prepares and maintains a variety of records, reports and statistical information related to personnel activities, such as, HRIS/financial systems, completing surveys, and local, State and Federal reports.
2.
Coordinates and manages the countywide substitute teacher and NCSOS classified substitute list, including full cycle recruitment and employment processes.
3.
Delivers presentations and provides training to individuals and groups in the scope of areas of responsibility.
4.
Maintains database, spreadsheets, forms, documents and personnel files with accurate up-to-date information.
5.
Coordinates and assists with assigned recruitments, examination, screening of applicants and schedules interviews.
6.
Conducts orientations, onboarding, and processes new employment paperwork.
7.
Monitors and corresponds with employees regarding license, certification, training, vaccination and other employment related expiration dates or requirements.
8.
Prepares Correspondence; plans, organizes and coordinates activities to assist supervisor and HR department in administrative matters.
9.
Organizes and establishes filing and record-keeping system; prepares correspondence for supervisor’s personal reply or signature.
10.
Responds to inquiries and assists staff and general public regarding human resource department functions.
11.
Maintains and updates the human resource department webpage.
12.
Participates in special human resource projects and events, including after-hours/weekend hiring events.
13.
Acquires and maintains up-to-date knowledge in areas related to the performance of job duties, often doing research as required and/or as directed, using the California Education Code and other information resources.
14.
Performs other duties as assigned consistent with the goals and objectives of this position.
Employment Standards
Knowledge of:
Basic principles and practices of the human resources function in a public agency setting;
Policies, procedures and personnel best practices related to recruitment, selection, classification, compensation, benefits administration and public sector employment;
Applicable Federal and State laws and relevant sections of the California Education Code;
County Office operations, regulations, policies and objectives or assigned program and activities;
Methods, techniques, and practices of data collection and basic report writing;
Business letter writing and standard writing practices for correspondence;
Proper English usage, grammar, spelling, vocabulary, and punctuation;
Basic mathematical skills for arithmetic and statistical computations;
Modern office practices, methods, computer equipment and applications related to the work, including word processing and spreadsheet software. Highly proficient and experienced with Microsoft Office Suite;
Internet basics for human resource related content on social media platforms and website revisions;
Techniques for providing a high level of customer service;
Ability to:
Demonstrate excellent interpersonal communication, written, and presentation skills, including the exercise of tact, discretion, and independent judgment in dealing with a variety of circumstances and individuals; must have the ability to effectively and confidently interact with employees from senior management to front line.
Analyze situations accurately and adopt an effective course of action within the scope of responsibility relying on experience and judgment to plan and accomplish goals; demonstrate a professional and calm demeanor under pressure;
Demonstrate excellent time management, organization, careful attention to detail and accuracy, and take initiative to support department goals and operations;
Understand and follow oral and written instructions; compose correspondence and reports independently or from brief instructions;
Assist in the coordination of a variety of programs and services; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines; work independently or with minimal supervision;
Maintain confidentiality and security of sensitive, confidential, and privileged information of personnel related information, including employee negotiations;
Maintain current knowledge of program rules, regulations, requirements and restrictions;
Maintain accurate records, up-to-date forms and files; and prepare reports and professional correspondence;
Present self in a professional manner; including appearance;
Operate modern office equipment including a computer and specialized software application programs;
Type at a speed of 45 wpm.

Physical agility to bend, to stoop, to open and access file drawers in the normal performance of duties, to walk on pavement, to climb stairs, and to reach overhead;
Kneeling, bending at the waist, and reaching overhead, above the shoulders and horizontally to retrieve and store files and supplies;
Physical strength and agility to push, pull and lift any object weighing up to 25 pounds and carry any object weighing up to 15 pounds;
Education and Experience: Any combination of training and experience, which would likely provide the required knowledge and abilities, may be qualifying. We reserve the right to determine if a candidate meets the qualifications.
High school graduate or equivalent.
At least two (2) years recent experience working in a personnel department; preferably in an educational or public agency setting.
Typing certificate of net 45 wpm from local agency within the last three (3) years.
Other Requirements: These requirements must be met prior to beginning employment and will be requested upon job offer acceptance.
Must provide proof of eligibility to work in the United States
Fingerprint and Background clearance
Valid Tuberculosis (TB) clearance
