The HRBP is responsible for providing guidance and support on talent management, employee relations, organizational development, performance management, and workforce planning. Essential Job Functions include those listed below. Essential Job Functions:

Serves as a strategic partner by advising on company policies, and procedures, acting as a mediator during conflict, and ensuring HR objectives align with regional goals;

Organizes and supports all activities within the HR department, including helping to develop departmental goals, objectives, and systems under the direction of HR leadership;

Recommends new approaches and policies and procedures to effect continual improvements in efficiency of department and services performed;

Performs an array of HR functions within their designated region(s): processing Worker’s Compensation claims, coordinating workplace investigations, etc.;

Maintains records, reports and logs to conform to EEO, OSHA, and various other regulations and funding bodies;

Ensure compliance with federal, state, and local labor laws and regulations.

Drafts, finalizes, and rewrites job descriptions as necessary;

Promote and foster a positive work environment by providing guidance of conflicts and grievances.

Coordinates the full-cycle recruiting process, including job ad placement, interviewing, pre-hire screening, onboarding, and orientation in the absence of a state-level administrator/recruiter;

Facilitate and manage offboarding process.

Participates in administrative, leadership, disciplinary, and other meetings as required;

Embraces and embodies the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation;

Performs any other duties as assigned.

QualificationsEssential Qualifications: Certifications/Licenses:

PHR, SHRM-CP, or similar certification preferred;Preference will be given to those candidates who are currently Certified;

Valid driver’s license and the ability to obtain and maintain WestCare’s vehicle insurance is required.

Education:

Graduation from an accredited four-year college with a degree in Human Resources, Business Administration, Psychology or other field related to the position is preferred;

High School Diploma or equivalent is required;

Experience and Competencies:

A minimum of two (2) years’ human resources or administrative experience is required;

Ability to pass background screening to include OIG and NSOPW search

Ability to obtain and maintain California Department of Corrections and Rehabilitation clearance.

Strong written and verbal communication skills required;

Ability to obtain and maintain WestCare vehicle insurance;

Keen attention to detail and the ability to exercise is good judgement required;

Ability to work well both alone and as part of a team required;

Strong computer skills, to encompass all Microsoft Office applications required;

Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality required;

Knowledge of laws and regulations governing employment and personnel administration, at both a federal and multi-state level, within assigned region(s);

Ability to multi-task and handle multiple projects simultaneously required;

Professional appearance and demeanor required;

Experience working with multiple teams spread across a large area preferred;

Experience working in the healthcare, nonprofit, and/or social services space preferred;

Experience in FMLA, Worker’s Comp, and workplace investigations preferred;

Experience using HRIS and ATS preferred;

Working Conditions:

Work is primarily performed in an office or indoor setting;

Some outdoor activities and travel between multiple locationswillbe required.

Regular and prompt attendance is required throughout employment.

Essential Physical and Mental Demands of the Job

The employee must be able to perform the following essential duties and activities with or without accommodation:

Physical Demands:

Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques.

Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.

Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.

Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility.

The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions.

Requires the ability to work and cooperate with clients, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions.

Requires the ability to work under stress and in emotionally charged settings.

The ability to defend oneself and clients in mentally/verbally abusive situations through the use of approved mental/verbal de-escalation techniques.
