Illumination Foundation (IF) is a growing non-profit organization dedicated towards disrupting the cycle of homelessness by providing targeted, interdisciplinary services in our recuperative care centers, emergency shelters, housing services and children's and family programs. IF currently has 13+ facilities with 22+ micro-communities scattered across Orange County, Los Angeles County and the Inland Empire.Job Description The Manager of ICMS is responsible for supporting the Housing Department with oversight of Intensive Case Management Services compliance with all funding sources/contracts, oversight of monthly and annual inspections, and development of the ICMS team. The Manager of ICMS is responsible for oversight of all ICMS contracts, including administrative oversight and documentation, coordination with program funders, and supervision of frontline ICMS staff.The pay range for this position is$68,640.00 per annum. Responsibilities Program and & Service coordination

Successfully manage and oversee three ICMS contracts within Los Angeles County

Conduct weekly supervision with 100% of the ICMS staff

Complete quarterly performance of all direct reports, ensuring 100% of staff attended relevant training sessions per year

Evaluate the effectiveness of programs and make suggestions for improvement.

Monitor and track the allocation of DHS client allowances.

Must maintain confidentiality of work-related information and materials.

Utilize CHAMP, HIMS and Tableau to generate visual reports and dashboards that track program performance, service utilization, and client outcomes, identifying trends or areas for improvement.

Develop and execute strategies to prepare staff, including the Associate Manager and frontline case managers, for changes in processes, tools, or systems. Compliance & Documentation:

Manage Grants and Quarterly reports, ensuring they are 90% accurate and consistently up to date

Conduct audits and data reviews of all contracts, monitor progress towards established Housing KPIs.

Maintain up-to-date program documents and trackers both weekly and monthly.

Supervise the disbursement of TLS rental subsides to property management

Review and submit invoices and rental check requests for accuracy and approval. Field work & Community Engagement:

Represent Illumination Foundation to potential partners in the community.

Report program outcomes, needs and status updates to management and funders.

Offer hands-on training and support to case managers and the Associate Manager of ICMS in the field, ensuring they can effectively use HIMS, AICA and/or CHAMP in case management processes.

Conduct regular field visits to observe staff performance, provide real-time support, and address challenges in client service delivery.

Step in to support case managers and the Associate Manager in the field when needed, especially during complex or high-priority cases. Professional Development & Team Support:

Facilitate case conferencing and other team meetings as necessary.

Maintain an ICMS staff retention rate of 85% or higher per year. Updated On: 01/15/2025 Page 2/3

In times of high demand or staffing shortages, Manager may temporarily assume a caseload, ensuring clients receive necessary services and support.

Ensure at least 85% of ICMS staff complete professional development training annually.

Monitor case management progress, track individual client outcomes, and ensure that data supports informed decision-making.

Develop and execute strategies to prepare staff, including the Associate Manager and frontline case managers, for changes in processes, tools, or systems.

Provide training and support to ensure that staff members adopt new systems or practices with minimal disruption.

Preferred Experience/ Minimum Qualifications

Required

● 5 years relevant experience with progressive supervisory responsibilities.

● Knowledge of HMIS and federal, state and local housing laws and regulations.

● Valid CA Driver’s License and eligibility for company vehicle insurance.

● Experience engaging with a diverse population.

Preferred

● Bachelor’s Degree is Social Services or related field.

● Bilingual in English and Spanish highly desirable.

● Proficient in Microsoft Office and all related Microsoft tools.​​​​​​​
