Position InformationClass Code: L028CGrade: GS09FLSA Status: EXEMPTSalary Range: $50,222.00 - $80,105.00SummaryThe Epidemiologist is responsible for the study and evaluation of communicable diseases and environmental health problems. This position is governed by state and federal laws and agency/institution policy.FunctionsDesigns and implements demographic, environmental, and epidemiological studies. Gathers and analyzes statistical data, known disease properties, medical assessments, laboratory findings, and other information to identify trends and methods of epidemic prevention or containment and writes technical reports of study findings. Monitors epidemic outbreaks and proposes methods of epidemic containment. Monitors and evaluates disease control programs in health care facilities, day care institutions, nursing homes, and other public facilities and recommends solutions for disease control problems. Develops and conducts training or educational programs to facilitate institution or facility compliance with various disease control regulations. Responds to inquiries from health care professionals and members of the public regarding environmental or communicable disease hazards. Prepares press releases, conducts press conferences, and makes public presentations on communicable or environmental disease hazards, epidemic outbreaks, and control programs. Studies and investigates chemical compounds exposed to the environment to determine their impact on human health, conducts health surveys, and issues health advisories which limit the consumption of food and restrict other types of activities. Performs other duties as assigned.DimensionsFrequent in-state travel is required.Knowledge, Skills and AbilitiesKnowledge of the methods and techniques of scientific research and data collection and analysis. Knowledge of statistical methods and formulas. Knowledge of the impact of chemical contaminants on human life and the environment. Knowledge of laws and regulations governing communicable diseases. Ability to design and implement environmental and epidemiological studies. Ability to perform specialized qualitative and quantitative analysis, conduct research, and collect data. Ability to write descriptive results of analysis and present oral and written information. Ability to assess disease control problems and develop solutions.Minimum QualificationsThe formal education equivalent of a bachelor’s degree in biology, public health or a related field; plus one year of experience in communicable disease control, epidemiology, environmental science, or a related field. OR The formal education equivalent of a master’s degree in epidemiology, public health, biology, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Working knowledge of the Clean Air Act, and Arkansas’s Air Pollution Control program and state implementation plan, including an understanding of state and federal regulations affecting the program, and familiarity with the Arkansas Pollution Control and Ecology Commission’s Air Rules (18, 19, 21, 26, and 33) as codified in the Code of Arkansas Rules Ability to use MS Excel to perform descriptive statistics to examine air emissions datasets and to write descriptive results of analyses, including presentation in oral and written formats

Experience researching, interpreting, and evaluating complex technical information, including information related to air quality monitoring, emissions inventories, modeling results, legal and regulatory language, air permits, and programmatic requirements

Ability to work with diverse stakeholders in a professional setting, and to schedule and manage meetings MS Teams

Highly skilled in the use of MS Word and MS Excel to produce complex and lengthy reports, and proficient in the use of MS PowerPoint and MS Outlook/Teams/365

Experience collecting data and using data visualization tools, such as Google Charts, Tableau, Microsoft Power BI, MS Excel, and/or other software options

Experience in public outreach and presentation
