PSC SENIOR RATE CASE ANALYST Date: Sep 30, 2024 Req ID: 43768 Location: Little Rock, AR, US, 72201 Category: AR PUBLIC SERVICE COMMISSION Anticipated Starting Salary: 62,531 PSC Senior Rate Case Analyst Posting End Date: October 18, 2024 Position InformationClass Code: A028CGrade: GS11FLSA Status: EXEMPTSalary Range: $62,531.00 - $99,737.00SummaryThe Public Service Commission (PSC) Senior Rate Case Analyst is responsible for assisting in regulating utility rates and services by investigating and providing technical advice and recommendations regarding just and reasonable utility rates and quality of service. This position is governed by federal and state law and agency/institution policy.FunctionsDevelops, analyzes, and interprets accounting, financial, and economic information related to rate of return on utility investments, capital recovery schedules, revenues, and expenses, cost allocations, rate design and utility operations. Performs qualitative and quantitative assessment of electric, gas, water, and telephone utility rates. Performs economic and statistical analysis to help ensure that the objective of achieving cost-based rates is balanced with the objective of minimizing any undesired side effects, such as significant adverse customer impacts. Identifies potential regulatory issues, prepares questions and requests for additional or clarifying information. Participates in technical discussions with utility personnel, consultants, and other parties addressing analytical concepts and technical issues. Conducts research and develops written testimony, exhibits, and reports, which present technical recommendations regarding contested issues, and include valid research and substantial documentation. Participates in hearing preparation and testifies in hearings as an expert witness. Conducts economic and statistical analysis to ensure the objective of achieving cost-based rates is balanced with the objective of minimizing any undesired side effects, such as significant adverse customer impacts. Researches specific regulatory policy and precedent, utilizes quantitative and qualitative economic and statistical analyses to evaluate the relative merits of alternative courses of action, identifying the strengths and weaknesses of each, and proposes a course of action which is most consistent with objectives. Evaluates nuclear decommissioning cost studies, depreciation rate studies, analyses, data, arguments, and other information provided by the utility and its experts in support of requested Commission authorization, and evaluates accounting for depreciation rates. Maintains technical knowledge of federal legislation, Arkansas statutes, and Commission rules and precedents that relate to utility policies and procedures. Knowledge of utility rate practices and regulations. Knowledge of financial and economic models and statistical analyses techniques and practices. Ability to present testimony as an expert witness. Ability to analyze technical information and statistical data and identify regulatory issues. Ability to research current economic, technological, legislative, judicial, and regulatory trends affecting public utilities and determine their impact on utilities and ratepayers.Minimum QualificationsThe formal education equivalent of a bachelor's degree in accounting, finance, economics, business administration or related field; plus five years of experience in rate analysis, financial analysis, economic analysis, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Experience with equity analysis of public companies preferred. Experience requirements specific to the analysis of utilities is preferred. Experience testifying as a subject matter expert witness in public utility hearings is a plus.
