Position InformationClass Code: G044CGrade: GS11FLSA Status: EXEMPTSalary Range: $62,531.00 - $90,670.00SummaryThe Department of Finance and Administration (DFA) Revenue Problem Resolution Officer is responsible for identifying problems experienced by taxpayers and assisting in resolving such problems by collaborating with the appropriate Revenue Division personnel and reviewing and/or suggesting appropriate revisions to Revenue Division processes, forms, instructions, and other documents utilized by taxpayers and representatives in compliance with Revenue Division requirements. This position is governed by state and federal laws and agency/institution policy.FunctionsReviews new programs and tax forms. Assists taxpayers by identifying problems and collaborating with DFA Revenue Division personnel to ensure problems are resolved. Assists in research and preparation of written responses to taxpayers. Prepares installment agreements for taxpayers and verifies compliance, collects taxes, prepares lien releases, processes checks for payments, writes publications, and designs tax forms as needed. Reviews Offers-in-Compromise proposed by taxpayers and their representatives and replies in a manner that achieves a fair resolution of the tax debt. Supervises the staff of the Taxpayer Assistance Office, interviews, recommends for hire, trains new employees, evaluates employees' performance, monitors number of cases worked by staff, and assigns work load. Develops computer programs using Excel and Access for various job duties of staff and for internal control of office, monitors expenditures of the department, and reviews documents prepared by staff, entries in AASIS, and the accounting program used by the state. Prepares presentations as needed for organizations and tax practitioner groups. Performs other duties as assigned.DimensionsNoneKnowledge, Skills and AbilitiesKnowledge of Microsoft Word, Excel, Powerpoint, Access, Outlook, and Publisher programs. Knowledge of computer programs running on mainframe, including IMS, operated by the Department of Finance and Administration. Knowledge of Federal and State Individual income tax returns, Subchapter S returns, corporate income tax returns, sales and use tax returns, miscellaneous tax, and withholding tax returns. Knowledge of supervisory procedures. Ability to listen to taxpayers and to communicate and explain complex rules/laws or procedural points to taxpayers. Ability to research tax laws, rules, and opinions of the Department of Finance and Administration. Ability to interpret and apply provisions of state law to specific situations.Minimum QualificationsThe formal education equivalent of a bachelor's degree in public administration, accounting, or a related field; plus five years of experience involving the interpretation, promulgation, and implementation of tax regulations and the administration of revenue collection activities. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
