Please read more about the role below and if this sounds like the opportunity for you, apply now!The Human Resources (HR) Operations Manager is responsible for strategy, operations and supervision of a team of HR Operations professionals, including the HR Solutions Center, HR Systems & Analytics, HR Compliance, and HR Project Management. Oversees the design and deployment of related systems, processes, programs, and strategies in alignment with Company and Human Resources strategy, culture and values. Builds relationships and partners with HR centers of expertise (COE’s), HR business partners (HRBP’s), and stakeholders across the organization to manage the operational backbone of the HR department. Focuses on process efficiency, providing value to internal customers, and advancing the employee experience at UNS.Position-Related ResponsibilitiesStrategy: Responsible for developing and deploying HR Operations strategies aligned with the enterprise HR strategy. As part of a centralized HR Operations model, leads the strategy for digitizing HR systems and processes while eliminating points of failure; includes partnering with Information Technology on the strategy and planning for HR information systems (HRIS) design and deployment. Partners with HR Business Partners (HRBP’s) and other HR Centers of Expertise (COE's) to conduct root cause analysis and develop solutions to business challenges that involve HR Operations services and support. Prepares materials for presentation at Board of Directors meetings, as assigned.Operations Management: Leads a team of experts in foundational HR areas while instituting best practices, standards and operating norms in the areas of HR Solutions & Services, Systems & Analytics, Compliance, and Project Management. Establishes team goals in alignment with HR strategy and manages work tasks, effort and timelines to achieve performance targets. Provides direction and oversees the operation and maintenance of all HR Operations programs, projects and processes, ensuring delivery within set expectations, timelines and budgets. Ensures operational excellence of all teams within areas of responsibility; includes planning, prioritization, tracking, and evolving service delivery to achieve efficiency, quality, value, and business outcomes; maintains focus on maintaining or improving the employee experience. Drives process consistency, data integrity, and compliance with HR policies, procedures, data privacy, audit controls, and regulatory requirements within HR Operations; partners with HR leadership to educate and influence the enterprise HR team for the same. Serves as the escalation point for HR Operations, guiding root cause analysis, resolution, and communication protocol. Ensures development and maintenance of team standard operating procedures. Designs, communicates and monitors service level expectations and agreements for the HR Solutions Center; reviews case management reporting to identify and address service issues. Oversees the HR project portfolio for consistency in methodology, progress monitoring, and achievement of intended outcomes. Promotes and leads change within HR and with the business for HR systems, process and service updates, and enhancements. Owns and manages relationships with external vendors, consultants and partner organizations.HR Systems & Analytics: Leads the HR Systems & Analytics team and partners with internal Information Technology teams, vendors, and other internal stakeholders to lead the configuration design, implementation, delivery, workflows, administration, and fixes of HRIS and applications. In partnership with Information Technology, responsible for project management of HRIS initiatives which include determining scope; defining business requirements and key deliverables; designing project plans; identifying contingencies, resources and timelines; change management; and executing to plan. Accountable for the development of reports and analytics from HR systems involving employee data, including but not limited to: talent acquisition, turnover, performance, pay, learning management, EEO, and Affirmative Action, etc. Oversees HR Systems & Analytics team deployment of upgrades and update planning for the human capital management system (HCM); ensures the use of testing practices for seamless changes. Partners with Information Technology to lead due diligence for HCM/HRIS responsibilities during merger & acquisition activities.Compliance: Oversees data gathering and analyses in preparation for various audits and compliance filings, reporting and notice requirements governed by the IRS, DOL, SEC and other governing bodies and assists in the execution thereof; ensures accuracy and completion by deadlines. Oversees HR data management to ensure consistency in collection and maintenance procedures, integrity of data, and privacy compliance. Maintains current knowledge and understanding of regulations, industry trends, current practices, and applicable laws.Tracking & Reporting: Understands and effectively utilizes the HCM and other HR information systems to obtain, store and analyze pertinent data and information within the parameters of job responsibilities; leverages current technology and tools to their fullest, and ensures accuracy and consistency of data inputs to preserve enterprise data integrity. Oversees and/or develops, prepares, generates, and analyzes ongoing and ad-hoc special reports pertaining to areas of responsibility (e.g., enterprise HR and team performance metrics, human capital trends and variances, technology implementation, compliance-related filings and audit responses, error reports, etc.) Prepares leadership reports of requested data, organizing outputs in a user-friendly fashion and customizing the level of detail to meet audience requirements; supports leadership in making informed decisions.Team Contribution & Collaboration: Partners with HRBP’s and HR COE’s to answer leader and employee questions, as needed. Oversees and/or manages escalations for tickets/service requests submitted to the HR Solutions Center (HRSC) for transactional support services in alignment with their scope of responsibility. Responds to assigned escalated tickets from the HRSC according to service level agreement standards; prioritizes the employee experience and escalates as appropriate. Performs personal administrative tasks (e.g., travel arrangements, pro cards, expense reports), calendaring, vendor management, and assigned administrative responsibilities. Oversees, partners with, and/or requests assistance from the HR Systems & Analytics team for HR systems support, data and reporting needs in alignment with their scope of responsibility. Leads or contributes to the design, development, documentation, and continuous improvement of HR Operations and enterprise HR processes and procedures; adheres to approved processes and quality standards. Leads or assists with Total Rewards and HR initiatives, programs/processes, and special projects, as assigned. This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.Management Responsibilities: Ensures Company’s management principles, policies and programs are consistently practiced, and continually supports the Affirmative Action Plan. Assumes fiduciary responsibility for operating the business and provides recommendations on cost improvement measures. Ensures that the Performance Management program is administered uniformly and effectively. Complies with and administers the terms and conditions of Collective Bargaining Agreements, when applicable. Administers personnel functions, including recruiting, review and approval of job descriptions and salary classifications, and selection and placement of personnel. Participates in hiring, promoting, assignment, direction, and termination of staff. Ensures compliance with all applicable local, state and federal laws, regulations and standards, company policies, practices and ethical obligations to investigate, evaluates and recommends appropriate resolution to employee complaints. Promotes and participates in the professional development, personal growth and career planning of team members. Motivates, recognizes, rewards, coaches, advises, and trains; provides feedback to employees during performance reviews. Participates in Leadership Development programs.
