Position Summary:
Under the direction of the Chief Financial Officer, is responsible for managing the payroll processing accurately and professionally bi-weekly. Participates in the development and implementation of the analytical compensation program, compensation data bases, job descriptions, benchmark compensation and annual performance reviews.
Overview of Major Duties:
Payroll:
Ensures the processing of payroll payments are accurate and timely; on a bi-weekly basis and month end responsibilities. Responsible for the oversight of the payroll system regarding updates or changes needed to accurately track time, such as holiday, vacation, and processing employee changes such as terminations, new hires, etc.
Manages setup and processing of garnishment and levies. Complete required applications with tax agencies for withholding accounts for local, state, federal income and unemployment tax compliance.
Assist in entering new hires, employee changes voluntary deductions in the payroll system.
Processing of manual checks such as termination and discrepancies.
Calculate new hire pay, termination pay, and any required adjustment to normal pay.
Processing stop payments or adjustment of payroll.
Calculate bonuses as requested.
Researches, review and resolve payroll discrepancies.
Reviews, audits all department Enhanced Time and Attendance time sheets to ensure they have been received and processed. Reviews and corrects the required payroll edits.
Review of payroll tax remittances and filings prepared and completed by third party processor.
Review of payroll garnishments and filings prepared and completed by third party processor.
Review and respond to unemployment claim inquires.
Maintain a working knowledge of federal, state regulations labor laws that may affect compensation and pay policies. Keep abreast of trends and make recommendations for changes and improvements.
Compensation:
Participation in the development, implementation, administration and maintenance of compensation programs to include base pay, short and long-term incentive and equity programs.
Responsible for preparation of job descriptions, performance reviews and salary surveys.
Maintain documentation supporting executive compensation as it relates to corporate governance and compilation of executive compensation data for annual federal tax filings.
Human Resources:
Create and maintain Standard Operating Procedures (SOP) manual for payroll processing and compensation job functions.
Work closely with the Human Resources Team and Accounting Teams and departments, creating a team environment between the departments to support the staff members of Royal Oaks.
Interpret and communicate Royal Oaks policies and procedures as they apply to staff members, referring to the Staff Member Culture handbook.
Follow and communicate all safety rules and regulations as established by Royal Oaks.
Keep the Chief Financial Officer informed on all matters.
Strive for innovative ways to improve the daily administration within the Human Resources and Accounting Departments.
Respond to general inquiries from staff members, guests and residents in a professional and respectful manner.
The employee will be cross-trained in both human resources and accounting functions, and will be expected to take on additional responsibilities in these areas as needed, subject to approval by the CFO. This may include, but not limited to, assisting with HR-related tasks such as recruitment, benefits administration, as well as accounting duties like accounts payable, accounts receivable and, financial reporting, or budget tracking, depending on the business needs.

Required Skills/Abilities:
Highly attentive to details, a problem solver and well organized.
Strong understanding of federal, state, and local laws as it relates payroll, compensation, and leave management.
Strong knowledge of ERISA, ADA, HIPAA and other applicable federal and state laws.
Strong sense of personal accountability and self-motivation, with a strong customer focus.
Strong analytical skills, highly articulate, and an effective communicator.
Must be able to work under time constraints to ensure deadlines are met.
Proficient at MS Office with strong Excel skills.
Ability to write routine reports and correspondence.
Must be able to complete training on computer and/or other devices.
Maintain competency in the position and knowledge of trade/industry advances and new technologies.
Must be able to effectively communicate in English with all levels of staff, residents, and guests.
Education and Experience:
Preferably a Bachelor’s degree in Accounting, Business Administration, or a related field.
Must have five or more years of direct payroll and compensation management/processing experience.
Experience with ADP Workforce Now and Paylocity a plus.
Licenses and Certifications:
Preferably a Certified Payroll Professional (CPP) designation.
Physical Requirements:
Is able to carry/lift/push/pull up to 25 pounds.
May need to operate a fire extinguisher.
Is able to assist in evacuation procedures.
