Safety Statement

This is a safety-sensitive leadership position subject to the rules and regulations of the Drug and Alcohol Policy as well as required testing policy by the Federal Transit Administration (FTA). The incumbent is required to fully comply with all operational safety rules and regulations established by Mountain Line.

Job Purpose of the Transportation Supervisor

The primary focus of the Transportation Supervisor is to assist drivers and the public in keeping bus service operating safely and as close to schedule as possible. This is consistent with Mountain Line’s Core Values of Customer Commitment and Embodying Challenges.

The Transportation Supervisor is responsible for ensuring that all policies and procedures are followed and for responding to emergency situations. The Transportation Supervisor will also provide overall backup and support to drivers in all phases of transit route operations and evaluations. The job entails both in-office dispatch and in-field supervision of transit operations.

Essential Functions and Responsibilities

Performs duties as a Transit Operator and Paratransit Operator duties when required.

Conducts security patrols of property by foot and by vehicle. Rides transit vehicles as a means of transportation from various locations and provides a uniformed presence on board the system.

Educates passengers about the fare media and assists passengers with pass issues when needed.

Utilizes the security surveillance system, conducts active surveillance of various locations and captures video evidence for use in criminal and civil investigations. Listens and responds to radio traffic, takes phone calls, responds to reports of suspicious activity. Investigates and reports suspicious activity and notifies law enforcement of criminal activity; takes photographs of evidence for reporting purposes.

Conducts traffic control and courtesy safety escorts as necessary.

As requested by the Workforce Director, and approved by the Transportation Superintendent, conducts training including in-service route training for all new transit operators and may provide refresher training as needed.

Routinely conducts road checks to ensure customer service, on-time performance, route compliance, and operational safety; discusses and provides results to Transportation Superintendents and Workforce Director as applicable.

Ensures that all Mountain Line policies, procedures, and safety requirements are followed and documented, and facilities open/close procedures are always followed.

May assist Fleet department with vehicle exchanges as needed

May oversee staff performing vehicle maintenance and detailing duties including washing, cleaning, fueling, and adding diesel emissions fluid to vehicles

As the PM Dispatcher, the Transportation Supervisor is responsible for the next-day vehicle assignments and for entering trips into dispatch software.

Ensures fare boxes are removed and secured according to procedure, with empty vaults installed for service the next day; responsible for cash handling processes in the field and on property.

Transportation Supervisor Dispatch Responsibilities

The dispatch responsibilities of the Transportation Supervisor include having all runs filled and buses being safely dispatched from base; working with the In-Field Transportation Supervisor to resolve problems; communicating with management on significant and immediate service issues; and to plan for the next service day.

Driver Management

Checks-in all drivers and notifies drivers of new bulletins, detours, and other events that will affect routes or service for their shift; answers questions from drivers.

Performs fitness for duty assessment: hygiene, uniforms, signs of fatigue, signs of drug and/or alcohol impairment, etc.

Assists extra board and call-on drivers to fill open runs.

Notifies In-Field Transportation Supervisor, or the Transportation Superintendent, if run cannot be filled before scheduled departure from base.

Ensures that all routes are assigned vehicles and transit operators, may be required to reassign buses not meeting mechanical standards.

Monitors dispatch real-time arrival system and notifies In-Field Transportation Supervisor of developing problems.

Adjusts transit operator trainee schedule if assigned in-service route trainer is not available.

Determines appropriate staffing strategy to assist in control center when needed

Follows Crisis Communication Plan notifying leadership when there is a significant service interruption or newsworthy event allowing the authorized public information officer to contact local media as appropriate.

Reschedules lunch breaks as needed due to operating problems.

Utilizes fixed route transit operator, and separate paratransit operator, scheduling software.

Service Management

Initiates investigations into customer complaints, including assembling supporting videos and document and making recommendations to effectively resolve the concern.

Answers radio calls from operators and helps as needed, this may include contacting other staff and department if assistance is needed.

Maintains incident logs for events that occur where there is a mechanical failure, service delay, interruption, route cancellation, or other significant events.

Maintains records of when In-Field Transportation Supervisor assists late or overloaded buses, this allows the In-Field Transportations Supervisor to concentrate on service recovery.

Notifies Transportation Superintendents of accidents/events that need management attention.

Works with In-Field Transportation Supervisor to dispatch bus from base when needed for late buses, overloads, and/or collision/incident response.

Enters calls into paratransit software when needed.

Answers radio calls from paratransit operators when needed.

Relationships with Other Divisions and Outside Agencies

Interacts with other staff, divisions, and managers to resolve questions or concerns, prior to contacting any outside agencies.

Interacts with emergency services dispatchers as needed for emergency situations.

Works with Transportation Superintendent when incident command center is needed

Interacts with City of Flagstaff and County of Coconino public works teams as needed to report roadway hazards.

Interacts with State of Arizona, County of Coconino, and Cit of Flagstaff agencies regarding traffic control devices.

Controls vehicle movements in emergencies as directed by emergency services personnel.

Serves on the Accident Review Committee as needed or as assigned.

Collision/Incident Response

Determines who is available and will respond to the scene to act as responder in-charge.

Coordinates with impacted stakeholders to determine service restoration procedures.

Ensures post-accident alcohol and drug testing is completed in compliance with policies.

May respond to scene to act as responder in-charge.

Transportation Supervisor In-Field Responsibilities

The In-Field priorities of the Transportation Supervisor are safe operation, assisting transit operators, providing customer service, and schedule adherence. When multiple events occur simultaneously, the In-Field Transportation Supervisor will seek assistance from the office or will prioritize incident response.

Service Reliability

Fill-in portions of routes when buses are late as directed by Operations Director and procedure.

Fill-in for paratransit routes as needed.

May perform rescue procedures as defined by Dispatch Transportation Supervisor.

Operator Assistance

Assists, coaches, and directs transit operators while in-the-field, pre-tripping vehicles, and completing work records and reports.

Responds to unruly or difficult customers and follows company policy for removal, warning, or suspension of rider privileges.

Documents removal or rider privilege suspension process and acquires names of individuals removed in accordance with company policy.

Notifies Dispatch Transportation Supervisor if emergency services intervention is needed.

Collision/Incident Response

Acts as responder in-charge at scene as assigned by the Dispatch Transportation Supervisor and as per procedures.

Coordinates with Dispatch Transportation Supervisor to determine service restoration procedures.

As responder in-charge, escorts or assigns an escort for drug testing in compliance with policies.

As responder in-charge, complete reports as necessary and ensures transit operators complete accurate, complete, and timely reports are submitted.

As responder in-charge, enters accidents and incidents into the incident database as needed and compiles all paperwork, including transit operator written statement, witness cards, supervisory reports, etc.; follows protocols for filing original paperwork and copies, as well as sending electronic copies to the Accident Review Committee.

Customer Assistance

Helps and provides information to customers regarding trip planning, routes, fares, rider policies/rules, and employment opportunities as needed.

Always provides a positive organizational image.

Provides security for passengers and employees in, on, and around Mountain Line property.

May pick up customers who have been passed-up, according to appropriate company policy.

May return lost and found articles to customers while in-the-field.

Administrative Responsibilities

The Transportation Supervisor maintains a variety of records such as, but not limited to:

Service Reliability

Electronic timesheets, overtime controls, route/service performance, attendance, and other fillable forms for documenting accidents, incidents, injuries, etc.

Provides paper forms to transit operators as necessary.

May provide guidance on the use of electronic forms, systems, and platforms as time may allow.

Attendance

This position oversees a full seven-day operations schedule and requires the ability to work beyond standard office hours; early mornings, evenings, and weekends including meeting with employees working those shifts and responding to emergencies and unexpected changes in operating conditions. Attendance should be regular and predictable.

This position deals with confidential information surrounding drug and alcohol testing, CDL files, employee files, accident records, and training files. This position is expected to respect and maintain employee and customer confidentiality.

Working Conditions, Exposures to Risks, and Physical Dangers

This position requires physical effort such as walking, lifting, standing, holding and balancing aboard a moving vehicle, and manual dexterity. The position requires frequent walking from the office to the shop or to other areas of the premises. Because of the potential exposure associated with the work, incumbents are required to follow all Mountain Line safety procedures, manuals, and guidelines. Additionally, incumbents are required to properly don safety-related clothing, protective hardhats, gloves, footwear, tools and equipment, and other safety-related gear.

Minimum Qualifications (MQs)

Education and Work Experience Requirements

High school diploma or general equivalency degree (G.E.D.)

Two years prior similar work experience in customer service is required

Prior similar work experience in public transportation is highly preferred

Licenses, Training, and/or Certification Requirements

Valid Arizona Commercial Driver License and Airbrakes and Passenger endorsements with clean 5-years Motor Vehicle Record (MVR)
