This group manages various aspects of programs and projects to comprehensively serve the client and profitably support the delivery of complex Federal construction projects with results that meet or exceed client requirements and are aligned with AECOM’s core values and financial objectives.Position SummaryQuality Control Specialist IV: Responsible for leading the QA/QC and On-Site Inspection on a construction management project involving managing a singular high profile complex multi-year project embedded at the project site to achieve specified objectives. Involves the overall observation, assessment, and reporting, with the implementation of Quality Assurance for monitoring and assessing the Design Build Contractor’s Quality Control Plan and their execution of the built project from inception to completion (Design Phase, Phased Construction Phase, and Commissioning and Acceptance Phase), to coordinate and oversee any third party (Owner ordered) independent supplemental or confirmation testing, and on the Owner’s behalf, to monitor and report on quality and progress to the AECOM Project Manager and GSA Project Team to support the delivery of a functionally and financially viable project that will be completed on time within authorized cost and to the required quality despite the harsh sub-arctic environment and remote location. Reports directly to the AECOM  Field Project Manager and to is managed by the Pacific Northwest Market Sector Leader and West Region GSA Business Development Leader. Perform on-site observation and inspection services for field construction activities; Assists the AECOM Project Manager with constructability reviews, submittal processing, leading quality assurance and tracking project status and quality compliance, providing ongoing observations, and assisting with the certification of work in place as part of processing invoices, reviews site progress, protection of onsite stored materials, conditions affecting quality of installed work (weather, oversight, labor pools, safety observations, etc), supports other field and project support members (estimators, schedulers, engineers, specialty inspectors, and consultants) through all project stages and phases providing daily reporting back to the AECOM Project Manager; Serve as Owners Representative during construction and closeout activities; Provide feedback on all on-site activities and escalating issues to AECOM Project Manager and GSA Contract Officer, Project Manager/COR, (other stakeholders as authorized); Provide feedback on issues related to Quality Assurance and Control Measures, certification of work in place, and overall utilization and impacts; Oversight extends to all aspects of the site infrastructure, horizontal site work, and vertical construction building replacement and modernization including required ancillary work for verifying conformance to SOW, Contract, approved Design Documents, Codes, Standards, GSA P-100 and CBP Design Guidelines, and overlay requirements by the GSA AHJ and SME and tenant agencies.  Duties performed to coincide and align with Contractor activities and events - shifts expected, depending on construction tasks.
Technically oversees quality projects or major phases of significant quality projects, coordinating the efforts of technical support staff in the performance of assigned project. This position provides Owner’s Representation and is independent of and DOES NOT supervise or manage the Design Build Constructor Team or Subcontractors / Trade Partners.
Possesses and applies comprehensive knowledge to the completion of significant quality assignments.
Provides leadership for quality assurance and quality control support on assigned program(s) and/or areas to ensure that the project is designed, procured and installed in accordance with customer and company quality requirements.
Analyzes, evaluates and plans methods of approach, as well as organizes means to achieve solution of complex technical problems.
Reviews project process and evaluate results.
Evaluates Contractor capabilities to provide required quality and maintain schedule.
Makes frequent decisions using principles and professional independent judgment.
Conducts investigations and tests that are of considerable complexity. Adjusts and compensates for implementing quality assurance and achieving optimal results in sub-arctic conditions. Non-managerial responsibilities include mentoring, coordination, field oversight, and direction of AECOM and consultant staff assigned to the same project(s) to ensure continuous improvement, and quality completion of assigned and delegated tasks and project responsibilities supporting the contract requirements and client satisfaction.
