Project Manager II

We are searching for an experienced Project Manager II at our Palmer HQ facility.

Primary Duties and Responsibilities:

This is a senior level position to oversee the facilitation and implementation of high-priority projects, which often require considerable resources and high levels of functional integration. This person is responsible for taking projects from original concept through final implementation. They must interface with all areas affected by the project including sponsors, stakeholders, and vendors. Ensures adherence to quality standards and reviews project deliverables. May communicate with departmental management and company executives regarding status of projects. Applies a thorough knowledge of the needs of a business unit and of technology to identify and design improvements to corporate systems and processes.

SPECIFIC TASK DESCRIPTION

Review project life cycle and standard methodologies and apply according to size, risk and strategic importance of project or program to the enterprise.

Work closely with business partners to understand project and business requirements.

Estimate project activities, acquire resources, and define deliverables.

Develop detailed project plans, schedule work assignments, and monitor progress.

Work with individuals and team representatives to develop a cross-functional project team.

Develop and maintain project documentation with various functional groups, including charters, scopes, plans, work breakdown structures, business requirement documents and other presentations as required.

Develop, review and provide training as required to the project team in the areas of the MTA development methodology andPMO standards on project management, in written or verbal presentations.

Manage project risk including identification, qualification, quantification and response planning.

Conduct regular project reviews and provide project reports to key stakeholders that include status, open issues, resource, and schedule detail on multiple assigned projects.

Provide integration of all project process areas including scope management, scheduling, cost, quality, HR management, communications, risk management, and procurement.

Adjust project schedules and resources as necessary to meet project objectives.

Organize and manage projects adhering to budgets and schedules.

Review and approve all project deliverables to ensure conformity with product specifications and quality requirements.

Assists in budget development for projects as required.

Draft project management guidelines and policies according to industry best practices.

Develop and drive strategic short and long range goals for implementation of project management methodologies within the enterprise.

Analyzes and evaluates existing or proposed systems and modifies procedures and processes as needed.

Other duties as assigned to meet business needs.

Required Qualifications:

EDUCATION:

Bachelor’s degree in Computer Science, Business, Marketing, Engineering or related field is preferred. College coursework and/or work experience may be substituted for a degree. Certification in Project Management is desired. A level of education is required to establish a broad base of general skills and develop advanced areas of specialization. Current and applicable skills in telecommunications and project management are essential. MS Project or other project management software familiarization is required.

WORK EXPERIENCE:

This individual must have a minimum of six (6) years of project work experience with at least three (3) years at the project management level, including process analysis and design. Additionally, this person should be a self-starter with the ability to multi-task and work independently on a variety of assignments with people at all levels of the organization. Critical skills include an in-depth knowledge of the project lifecycle, a demonstrated track record of successful team building, and managing projects to completion. The ability to analyze and document business and system processes, handle ambiguity and strong organizational, problem solving and planning skills are essential to successfully evaluate data and proposals, develop project ideas and conduct feasibility studies effectively.

OTHER QUALIFICATIONS:

Extensive experience with project management tools and structured methodologies. Excellent team leadership and ability to provide day-to-day task direction to team members. Ability to conduct effective team meetings. Detail oriented with excellent time management and organizational skills to meet critical deadlines. Flexibility with regard to changes in project requirements and shifting priorities. Excellent interpersonal skills are important as are verbal and written communication skills. Strong customer service orientation and a commitment to quality. Solid interpersonal skills are necessary in order to develop and maintain cooperative working relationships with and between team members, department heads, administrators, consultants and contractors.
