General Function

The Eligibility Supervisor provides supervision and oversight for eligibility processing and compliance with eligibility restrictions at all CIHA owned and managed rental properties. Under the direction of the Manager of Housing Eligibility, this position is responsible for oversight of eligibility processing and eligibility staff. Also responsible for ensuring client files remain in compliance with CIHA policies and procedures and all applicable regulations.

Major Activities (Typical Duties/Responsibilities)

Provides excellent customer service to both internal and external customers, guests, and clients. Monitor customer service delivery of supervised staff.

Provides professional supervision of housing eligibility staff to include recruitment, training, counseling, and evaluation.

Reviews applicant and tenant files for approval for applicable program eligibility, accuracy, and completeness of initial and annual recertifications.

Conduct informal hearings for denied clients and provide positive complaint resolution for aggrieved applicants or recertified tenants.

Prepare and maintain reports and tracking documents as required by ALL funders and program guidelines.

Prepare and maintain internal reporting tools to assist Operations with monitoring prospects, applicants and tracking eligibility compliance trends.

Provide LIHTC file maintenance including performance of periodic file audits to test eligibility and to ensure all required documentation is in place and current for all Operations.

Work with CIHA Operations staff to proactively resolve all compliance or audit issues, deficiencies, and education of staff on changes and updates.

Monitor all property set asides, program rents, utility allowances and income limits.

Monitor initial and annual certification processing and ensure timely completion.

Prepare necessary audit reports and documentation as requested.

Review new and updated program regulations and assist with implementation amongst CIHA Operations team.

Assists in manning CIHA informational booths at various events.

Onboarding and training of new eligibility staff.

Assist with lease up of new properties including marketing, mail outs and tracking.

Assists in the review and development of necessary verification forms, application materials, policies, procedures, and training materials.

Ensures all necessary paperwork in files is maintained and that all required documentation is in order.

Promotes CIHA housing programs. Establishes and maintains a network or referral source(s) for individual client needs.

Other related duties as assigned.

Skills/Abilities

Possess strong organizational skills.

Ability to work independently and produce products with minimal supervisory support.

Ability to interact professionally with a culturally and/or economically diverse demographic.

Ability to read, analyze, and interpret CIHA policies and procedures, related Federal and State regulations, and other documents as noted above under Major Activities (i.e., deeds, credit reports, etc.).

Ability to provide excellent customer service and communicate effectively verbally and in writing with clients, staff, others in a professional manner.

Ability to delegate assignments to others and ensure staff completes the eligibility process quickly and accurately.

Ability to perform basic mathematical calculations to determine financial eligibility.

Ability to conduct interviews with applicants and tenants.

Ability to work with managers and other employees to facilitate data collection, coordination, and reporting.

Ability when needed to present information to small or large groups.

Ability to analyze and improve processes to ensure that files are processed as efficiently as possible.

Ability to use single and multi-user computers, with MS Word, Excel, Office, and PowerPoint.

Knowledge of office practices and procedures with ability to perform basic computer functions.

Ability to effectively prioritize tasks concurrently.

Ability to maintain client confidentiality.

Education and Experience

Preferred; any of the following designations or receiving one within 12 months of hire date: Housing Credit Certified Professional; Certified Professional of Occupancy; National Credit Professional; Registered Apartment Manager; Accredited Apartment Manager (ARM).

Bachelor's degree preferred; relevant housing experience may be substituted for required education on a year-for-year basis.

Experience working with housing programs such as Low Income Housing Tax Credit (LIHTC), Section 8, NAHASDA, HUD assisted housing or other similar program experience preferred.

Four (4) years of experience working with the public, preferably within the housing or program eligibility field.

Supervisory experience of customer service and/or eligibility processing staff preferred.

Current Alaska Driver’s License
