POSITION SUMMARY:
The Senior Civil Engineer will utilize Construction Manager/General Contractor (CM/GC) methods in project management of road construction projects, land surveying and structural engineering to support civil infrastructure projects across tribal lands. This role works closely with the West Susitna Project Team in project planning, design coordination, permitting, and construction activities particularly those involving CM/GC contracts, bridge structures, and retaining systems within the State of Alaska.
DUTIES AND RESPONSIBILITIES:
The successful candidate will:
Provide technical leadership and oversight for infrastructure project delivered via CM/GC or other methods.
Assist in planning, design review, and construction management of transportation and civil works projects and others as required.
Provide expertise in land boundary analysis, ROW coordination, land acquisition and site surveying in tribal and state jurisdiction contexts.
Review and support the design of retaining structures, culverts, short-span and modular bridges, including seismic and geotechnical interface.
Monitor project process and identify risks or issues that may impact timelines or deliverables.
Coordinate with Tribal, state, federal, and municipal agencies.
Attend regular in-person meetings in Anchorage, AK and virtual meetings via Microsoft Teams.
JOB SPECIFICATIONS:
Proficiency in AutoCAD/Civil 3D and common project delivery software.
Familiarity with SHPO/NEPO coordination, environmental permitting, and right-of-way acquisition processes in Alaska.
Strong understanding of project management principles and methodologies.
Ability to manage multiple concurrent tasks with a high degree of accuracy.
Knowledge of structural engineering specific to bridge and retaining structure design.
Experience in land surveying, including legal description development, platting, and topographic evaluation.
Excellent communication, interpersonal, and technical writing skills.
Ability to work independently and within a team setting.
Ability to work outdoors in inclement weather and difficult terrain in remote fieldwork zones.
Follow all DOT & PF and OSHA workplace safety policies, including wearing required Personal Protective Equipment (PPE).
MINIMUM REQUIREMENTS:
Bachelors in Civil Engineering or related field with a Registered Alaska Professional Civil Engineer (PE) required.
Alaska Professional Land Surveyor (PLS) preferred, with experience on projects funded by Federal Lands, BIA, NSFLTP, or Tribal Transportation (TTP).
Fifteen (15) years of experience in civil engineering, including at least five (5) years in project management and CM/GC construction delivery.
Structural Engineer (SE) license or documented equivalent experience in bridge/structural work.
Alaskan residency.
Must have a valid driver’s license and good driving record.
Clean state and federal background check.
CONDITIONS OF EMPLOYMENT:
Knowledge and experience of Knik Tribe’s Service Area and Knik Tribe’s Programs.
Adequate understanding of all Microsoft Office Applications.
Capable of basic maintenance for general office equipment and multi-line phone systems.
Must pass a criminal background check and be free of barrier crimes.
Clean driving record.
Knowledge and application of professional and ethical conduct as guided by Knik Tribal Council Personnel Manual Section 8.1.
